A system consists of a set of mobile, modular and coherent elements, allowing the thorough decontamination of a small detachment of 6 to 12 personnel and their equipment in complete autonomy. The decontamination system is broken down into, on the one hand, a "system core" and, on the other hand, equipment and consumables for its operation. The "system core", to be functional, is composed at a minimum of a metallotextile tent with an NRBC protection bubble, a mobile energy source conditioned in a transport case, mobile showers, piping and flexible tanks for the supply of clean water and the recovery of effluents, and an exterior lighting mast and interior lighting and repairable equipment. The other part of the system is composed of all the small equipment and consumables necessary to set up a decontamination site: mobile furniture, small decontamination equipment and associated consumables. The system must be air-transportable. ----- The present consultation is broken down into two lots. Under lot 1, the contractor will be required to provide the "system cores" for the decontamination of small detachments (SDPD) and their ancillaries (pipes, fittings etc.), the training of personnel on the systems, technical expertise and the maintenance of repairable equipment in operational condition. Furthermore, under this lot, it is required to provide services for the kitting of the decontamination elements of the system cores. These elements must be packaged in air-transportable cases. Under lot 2, the contractor will be required to provide small decontamination, disinfection and protection equipment and consumables. Furthermore, under this lot, it is required to provide services for the kitting of the equipment and consumables concerned. ----- It is specified that the deadline for the submission of tenders is 10/12/2026 at 11:00 (Paris time). Those listed in section 5.1.12 are in UTC format ----- The contract is divided into 2 lots. ----- The estimated quantity/volume for the framework agreement project is, for lot 1, 35 small detachment decontamination systems on a firm basis, and the framework agreement will provide for the possibility of purchasing 75 more, without any commitment on the part of the State. Lot 2 has an estimated amount of 40 million euros all taxes included, without any commitment on the part of the State. The estimated amount listed in section 2.1.3 corresponds to an overall estimate for the framework agreement project, without any commitment on the part of the State. ----- In addition to section 5.1.15: This is a composite framework agreement (firm part with a part on call-off orders, a provisional part and optional tranches). The present framework agreement includes both fixed-price services, optional services under Articles R1113-4 to R1113-6 of the Public Procurement Code and other services that may be ordered by call-off orders under Article R2362-8 of the Public Procurement Code (CCP) Services on provision: under Articles R2372-19 to R2372-21 of the Public Procurement Code. The contract may present significant technical uncertainties, it will include a provisional part intended for the purchase of supplies and services necessary for the execution of the contract and which could not have been defined precisely in the initial contract. The structure of the contract (posts, etc.) may evolve if necessary during negotiations ----- This is a single-contractor framework agreement per lot. ----- Candidates must specify whether they are applying individually or as a group. The form of the group is not imposed. However, if the candidate applies as a joint venture, the mandatary will be jointly and severally liable for the execution of the contract, for each of the members of the group, for their contractual obligations vis-à-vis the buyer. Candidates are prohibited from submitting, for each of the lots, several offers by acting at the same time: 1. as individual candidates and as members of one or more groups; 2. as members of several groups. ----- Type of modification allowed: The composition of the groups may be modified, and it is possible to form new ones between the submission of applications and the submission of initial offers if all the members of the new group, presented at the stage of the offers, have been authorized at the stage of applications to submit an offer or to participate in it, at least as an accepted subcontractor in the application phase. The newly formed group must meet the requirements relating to the capacities of the candidates. ----- In accordance with Article R 2342-7 of the Public Procurement Code, this procedure is not open to economic operators from third countries to the European Union or the European Economic Area. ---------- Furthermore, the provisions of Articles R2142-23 and R2342-14 of the CCP apply.
