Bulgaria – Road construction works – „Определяне на изпълнител за изработване на технически проект и строителство на обект: „Изпълнение на трайни възстановителни и укрепителни дейности по републикански път III-514 „Горна Оряховица - Велико Търново” с цел трайно укрепване на участъците от км 48+700 до км 49+155 и от км 51+350 до км 51+650, засегнати от неблагоприятни геодинамични процеси и явления“

The subject of this public procurement is „Determining the contractor for the preparation of a technical project and construction of the facility: „Implementation of permanent restoration and strengthening activities on the republican road III-514 „Gorna Oryahovitsa - Veliko Tarnovo” with the aim of permanently strengthening the sections from km 48+700 to km 49+155 and from km 51+350 to km 51+650, affected by adverse geodynamic processes and phenomena“. In this regard, the purpose of the public procurement is to determine a contractor for the preparation of a Technical Project, exercise of author's supervision during construction, and performance of construction and installation works (C&I) (engineering) of the facility, in connection with the permanent strengthening of the republican road III-514 „Gorna Oryahovitsa - Veliko Tarnovo” in sections with an approximate length from km 48+700 to km 49+155 and from km 51+350 to km 51+650, and to conclude a contract for its implementation, with a view to preparing a lawful Technical Project, which will serve for the implementation of quality construction of the facility, in accordance with the normative requirements and compliance with the agreed deadlines. In cases where the design solution does not comply with the current Detailed Development Plan (DDP) for the territory, as well as when it is not possible to develop a design solution for the permanent strengthening of the compromised road sections and the adjacent road slopes, which falls entirely within the scope of the road, and with the measures and activities for strengthening the road surface and road slopes, as well as stabilizing the established landslide processes within the scope of the road, adjacent to the road properties are also affected, as well as when it is necessary to relocate existing networks and facilities, thereby violating the boundaries of the normatively established servitudes, the Contractor under this procurement shall, at its own expense, develop and submit a project for a Detailed Development Plan (DDP) with the aim of territorial and developmental ensuring of the construction. Pursuant to Article 137, paragraph 1, item 2, letter "a" of the Spatial Planning Act, the construction is of the Second category: roads of the III class of the republican road network. Pursuant to Article 5, paragraph 1, item 2 of the Ordinance on the procedure for registration and maintenance of the Central Professional Register of Builders, issued by the Chamber of Builders in Bulgaria, the construction is of the Second group: constructions from the transport infrastructure. Note 1: The exact boundaries (beginning and end) of the sections, subject to design and construction and installation activities under this procurement, shall be determined on the basis of the engineering-geological and hydrogeological surveys carried out within the assignment. This is necessary in order to overcome the destabilization processes affecting the road surface and slopes, as well as to ensure a smooth transition between the strengthened sections and the existing road. Note 2: The design solutions for the permanent strengthening of the compromised road sections and overcoming the arising destabilization processes shall be developed solely in relation to the road and its adjacent slopes, while observing the instructions indicated in the letter with out. No. RD-09-128/01.10.2025 of „Geozashtita – Pleven“ EOOD and the annexes thereto, given as Annex No. 1 to the Design Assignment. In this regard, all other activities necessary for strengthening the entire landslide or the entire territory outside the necessary for the protection of the road infrastructure are not the subject of this procurement. 1. Existing situation: The approximate scope of the sections of the republican road III-514 requiring permanent strengthening is from km 48+700 to km 49+155 and from km 51+350 to km 51+650. However, if necessary, this scope may be extended with a view to achieving effective stabilization of the facility, in accordance with the results of the conducted engineering-geological surveys, as well as to ensure a smooth transition between the strengthened sections and the existing road infrastructure. Road III-514 in the sections from km 48+700 to km 49+155 and from km 51+350 to km 51+650 falls entirely within the boundaries of Veliko Tarnovo. In the indicated sections, the road has a cross-sectional profile „cut-fill“ and consists of the following elements:  Section from km 48+700 to km 49+155 - Two-lane road with a driving surface – 7.00 m; - To the right in the direction of the kilometer - lined slope with stone masonry with a length L=113.0 m and height H=5.0 m. Stone curb H=0.30 m. The section borders the Architectural-Museum Reserve „Trapezița“; - To the left in the direction of the kilometer - boundary with land plots with residential buildings, elevation ~ N=3.0 m. Retaining walls from km 48+800 to km 48+866; from km 48+880 to km 49+044; from km 49+059 to km 49+080; from km 49+100 to km 49+110. In the sections without retaining walls, there are residential buildings. Road barriers.  Section from km 51+350 to km 51+650 - Two-lane road with a driving surface – 6.20 m; - To the right in the direction of the kilometer - a berm, passing into a sidewalk with a width of 1.50 m. Road barrier from km 51+401 to km 51+450; - To the left in the direction of the kilometer - from km 51+329 to km 51+528 road barrier, lined trench with a width of 0.70 m and retaining wall.  General for the sections Drainage in the reviewed sections is surface and is solved by drainage trenches, as well as by the longitudinal and transverse slopes of the road. The sections are not identified as sections with a concentration of PTP. According to the opinion with out. No. RD-09-128/01.10.2025 of „Geozashtita Pleven“ EOOD, it is established that the reviewed sections of the road are affected by the following landslides: - from km 48+740 to km 48+790 – landslide No. VTR04.10447.56; - from km 48+828 to km
