Romania – Guard services – SERVICII DE PAZĂ, PROTECȚIE ȘI CONTROL ACCES

The subject of the procurement is the conclusion of a framework agreement for Security, Protection and Access Control Services with security firms, in accordance with Law 333/2003 on the guarding of objectives, property and valuables and the protection of persons, Order no. 1365/25.07.2008, regarding the organisation of the guarding service and the access regime in public hospitals with beds, DECISION no. 301 of 11 April 2012 for the approval of the Methodological Norms for the application of Law no. 333/2003 on the guarding of objectives, property, valuables and the protection of persons, at the objectives mentioned in the present terms of reference. The imposed requirements are minimal and mandatory. An offer that does not comply with the mandatory requirements provided for in the terms of reference will be considered non-compliant and will be rejected. A framework agreement will be concluded for a period of 24 months. A framework agreement has been chosen because it allows the contracting authority to award subsequent contracts monthly, depending on the actual needs and the funds allocated for this purpose. The estimated minimum and maximum quantities of the subsequent contracts can be found in both the Terms of Reference and the Procurement Strategy. Subsequent contracts will be concluded depending on the needs of the contracting authority, the minimum and maximum quantities being estimated. The deadline by which economic operators can request clarifications or additional information regarding the award documentation is 18 days before the deadline for the submission of tenders. The contracting authority will respond, clearly and completely, to all requests for clarifications/additional information by the 11th day before the deadline for the submission of tenders.
