Contract No. 446-164-4-2026 Update of the forest biotope inventory in preparation for the renewal of forest management in public forests according to the procedure of the forest biotope mapping Baden-Württemberg (WBK)

General description of services

The forest biotope mapping Baden-Württemberg (WBK) records nationwide in all forest ownership types the biotopes protected under § 30a State Forest Act, § 30 Federal Nature Conservation Act and §33 Nature Conservation Act BW as well as further areas important from the point of view of biotope and species protection in the form of attribute and geodata. Since forest biotopes are subject to changes through successional processes, maintenance measures or impairments, a periodic update (amendment) of the biotope inventory is necessary. In addition, areas are reworked for which current data bases (e.g. with regard to site mapping) have not been available or have not been available with sufficient accuracy to date. New biotope areas are therefore identified within the framework of the WBK update, existing ones confirmed, modified or deleted. In addition, an assessment of the impairment of biotope areas and a conservation goal-oriented action plan are carried out. Within the FFH areas, an inventory of assessment parameters in biotopes corresponding to habitat types is also carried out. In addition, within the FFH areas, conservation measures for defined species are precisely located in the population. Outside the FFH areas, FFH habitat types are also addressed and the conservation status is assessed in accordance with FVA. The contract includes the project-based update of the data stock of the forest biotope mapping Baden-Württemberg inside and outside FFH areas. Since the update is carried out in preparation for the renewal of forest management, the work is largely time-bound and must be completed within a frequently very narrow time frame. This requires the contractor to carefully plan, organise and coordinate the individual work steps. The district boundaries and the delimitation of the current FFH area form the outer boundary of the mapping projects to be processed within the framework of this contract. The exact processing of a project is carried out in accordance with the FVA mapping management. This is provided in the form of detailed project orders and potential maps. Further basis for the work is the mapping manual of the forest biotope mapping Baden-Württemberg (WBK) in the currently valid 12th edition. The FVA provides the contractor with further documents if necessary to fulfil the contract. The description of the mapping area of the WBK within these project areas can be found in the WBK mapping manual (Appendix A, Chapter 2.2) attached as an annex to this invitation to tender. The FVA mapping management reserves the right to adapt the mapping procedure on a project-by-project basis, e.g. with regard to the type and scope of the processing intensity of morphological structures occurring in large numbers in similar manifestations, such as rocks in the Black Forest or watercourses, or the collection of parameters of the conservation status of specific biotope types, e.g. bog forests. Since the last update of the WBK in the project areas is more than ten years ago, the commissioned services mainly include extensive field activities including the necessary preparatory work for this, as well as the digital processing of the attribute and geodata obtained as a result of the field mapping. The update will be carried out in close contact with the FVA, Dept. Forest Nature Conservation, and the local forest authorities, in particular the responsible forestry officers. In addition, there may also be a technical exchange with affected institutions of the forest and nature conservation authorities. Furthermore, there will be intensive cooperation with the FVA contractors "WBK data handling", "WBK staff/quality assurance" and "WBK database development". Project-related final reports are to be prepared according to the FVA template. The State Forest Administration and ForstBW aim to integrate nature conservation requirements within the framework of forest management. The requirements for an "integrated management plan" within the meaning of FFH Directive Art. 6 (1) in the Natura 2000 areas include: - Adoption of the nature conservation goals and measures from the respective Natura 2000 management plan into the management plan - Comprehensive processing of target conflicts. This also requires a concrete, population-specific representation of the conservation measures for certain Natura 2000 species (list with areas and species in the annex) in the forest within the FFH Natura 2000 framework, including the processing of target conflicts and the weighing of all forest functions. Therefore, within the framework of the forest biotope mapping, forest-specific conservation areas in the area of habitats of these Natura 2000 species in the forest are identified. In existing or newly designated biotopes, conservation measures from the management plans are to be specifically located within the framework of this contract. The data should be recorded in the software provided (Access frontend).
