Title: Replacement of part of the copper roof on Aarhus Cathedral

Description: The current tender includes Total Consultancy in relation to the full replacement of the copper roof on the church's spire, partial replacement of the copper roof and skylights on the church's low roof, establishment of physical fire protection measures, as well as follow-up work, including: demolition of firewalls, asbestos removal of affected areas, partial replacement and repair of roof works, partial replacement of rotten under-roof boards, replacement of roof skylights and downpipes, establishment of lighting and power outlets on the roof, renovation of lightning protection system, new consoles for lighting fixtures and access to these, painting and masonry work in relation to the above, cleaning of roof space, establishment, operation and dismantling of construction site.

Main points in the procedure: The tender is conducted as a restricted procedure in accordance with the Public Procurement Act §§ 58-60 (Executive Order No. 10 of 6 January 2023, which implements the European Parliament and Council Directive 2014/24/EU of 26 February 2014 on public procurement). The client selects the 5 most suitable applicants to submit a tender. If more than 5 applicants meet the client's suitability requirements, the client selects the 5 applicants who are assessed as best suited to solve tasks of the relevant type. The selection will be based on an assessment of the most relevant references from the last 10 years, assessed in relation to the tendered consultancy agreement. The period has been extended with reference to the fact that similar restoration tasks are rarely carried out. In connection with the assessment of a company's suitability to undertake the task, the client will place emphasis on the relevance and qualitative content of the references in relation to the tendered task. The client will particularly positively weigh if the applicant collectively demonstrates qualifications in relation to the tendered task and comparable experience in the execution of the following:

a) consultancy services in connection with restoration tasks of churches, listed buildings according to the Building Preservation Act (LBK 219 of 06/03/2018) or group 1 buildings according to the Building Act (LBK 1712 of 16/12/2010 with later amendments).

b) consultancy services in connection with restoration tasks with comparable roof surfaces and -complementing in copper with focus on detailing, properties, durability and methods

c) consultancy services in connection with restoration tasks with comparable collaboration with the client, where the building is in use during the restoration.

d) consultancy services in connection with restoration tasks with comparable roof work at height, e.g. spires.

e) construction sites with great complexity due to difficult access conditions, space conditions and close access for unauthorised persons

By "consultancy services" is meant (1) architectural services, (2) site management and (3) inspection. The above points (a)-(e) are weighted in the above order, although (a) and (b) are weighted equally. It will be given positive weight if the applicant has delivered more consultancy services, e.g. acted as total consultant. Based on the above criteria, the applicants' total references are ranked for the selection of applicants who will be invited to submit a tender. An applicant can at most indicate 5 references. If more than 5 references are indicated, only the first 5 references will be included in the assessment. References beyond this will not be considered. This applies regardless of whether the applicant is a single company, a consortium of companies or whether the applicant relies on other entities' technical and professional capabilities. Deficiencies or uncertainties in the description of the references are the applicant's own responsibility and can have a negative impact on the selection. The following information should be provided for each reference:

- Type of task

- Description of the task performed (if the task is ongoing, only the parts of the performance completed at the time of submission of the application are described)

- Customer's name

- Contract sum and total consultancy fee

- Delivered services

- Contract period

Each reference may at most fill two A4 pages with possible images. If references contain more than two A4 pages, only the first two A4 pages will be included in the assessment. It is a minimum requirement that the applicant has at least one reference within each of the following service areas:

- Surveying and registration of roof works in a building from the year 1920 or older.

- Architectural consultancy (design, site management and inspection) on replacement of copper roof, not less than 100 m2.

- Total consultancy with a Parish Council as client covering a building project subject to the rules for approval by the Diocesan Authority according to the Executive Order on the Church of Denmark's church buildings and churchyards (BEK 1172 of 19/09/2016).

- Consultancy in relation to buildings in use during the construction work

Only the part of the reference that has been completed in the period from 16 February 2016 will be included in the assessment of whether the minimum requirements are met. The applicant can include tasks in their references that have not been completed by the applicant himself, but by another legal entity (supporting company), provided that this other entity through a written supporting declaration has assured that the relevant economic actor makes its technical capacity available to the applicant. References should not appear independently in the ESPD, but only as a reference. Deficiencies or uncertainties in the description of the references are the applicant's own responsibility and can have a negative impact on the selection. Applicants who are selected to submit a tender must do so on the basis of the tender conditions in the tender documents. Award will be made in accordance with the economically most advantageous tender with the following weighted sub-criteria:

- “Method and approach” (weighted 30%)

- “CVs of tendered key personnel” (weighted 35%)

- “Timescale” (weighted 10%)

- “Price” (weighted 25%)

There will be no possibility for inspection in the pre-qualification phase, with tenderers will be given the opportunity for inspection prior to submission of tender. The tender procedure is further described in the tender conditions with appendices according to the tender documents.
