The City of Hämeenlinna invites tenders for Property Maintenance and Repair Services. The subject of the procurement is IV works related to property maintenance and repairs, hourly rate-based construction technical works, LVV works, electrical works, IV cleaning and regulations. This is a framework agreement under the Procurement Act 1397/2016, for which a competition will be organised as an open procedure. The key terms and conditions of the framework agreement are set out in this invitation to tender and its annex. Each sub-area has its own contract draft as an annex to this invitation to tender. The contract drafts describe the key terms and conditions. This is a service procurement exceeding the EU threshold, with an estimated annual VAT-exclusive value of approximately 1.72 million €. In each sub-area, 4-8 tenders that are economically most advantageous and meet the eligibility criteria will be selected. The economic advantage will be assessed as follows:

Sub-area 1: Price 90% Quality 10% (6-8 contract partners)

Sub-area 2: Price 79% Quality 21% (6-8 contract partners)

Sub-area 3: Price 99% Quality 1% (4-8 contract partners)

Sub-area 4: Price 99% Quality 1% (4-8 contract partners)

Sub-area 5: Price 99% Quality 1% (4-8 contract partners)

Sub-area 6: Price 99% Quality 1% (4-8 contract partners)

The worksites are the properties managed by Hämeenlinna City's property services, including buildings. There are approximately 350 buildings with a total floor area of approximately 310,000 m2. The building stock includes schools, daycare centres, office buildings, nursing homes, residential buildings, etc. The buildings are located in the city centre of Hämeenlinna as well as in the areas of the former municipalities of Kalvola, Renko, Hauho, Tuulos, and Lammi. The procurement unit is responsible for all maintenance and upkeep tasks of these buildings, which it primarily procures from the market. The procurement includes an option that entitles the subsidiary companies of Hämeenlinna City and other units of the city to join the framework agreement.
