The existing "Old Schoolhouse" at Kaiserstr. 18 in Winterbach-Manolzweiler will be demolished by the end of May 2026. All the uses currently present in this existing building will also be accommodated in the planned new Bürgerhaus. These are: (1) Fire station with 1 vehicle bay with the associated changing areas on the ground floor and the associated storage rooms on the upper floor. (2) Community hall (floor area 83.5 m2 for 48 people with table seating) with associated tea kitchen for local meetings, information events, church services, gymnastics courses, etc. and also rentable for private use for family and birthday parties. (3) Classroom (floor area 26 m2) e.g. for painting courses and as a meeting room, also for the fire department. (4) Public bookshelf. (5) In the outdoor area of the building, together with the outdoor facilities (car parking, bike racks, etc.), a public children's playground will be created again. The building permit for the new Bürgerhaus Manolzweiler was issued by the Landratsamt Rems-Murr-Kreis on 02.12.2025. This building permit is based on the planning of the Arch. Büro archifaktur Julian Bärlin, Winterbach. The municipal council of the municipality of Winterbach decided on the construction resolution for the new Bürgerhaus at its meeting on 04.11.2025 and approved the cost estimate of gross 2,768,300 EUR. The subject of this tendering procedure is the awarding of - Specialist planning services for the technical equipment of the system groups 4, 5 and 8 (Electrical) (low-voltage systems, telecommunication and information technology systems and building automation) in accordance with § 55 HOAI in conjunction with Annex 15.1 for the performance phases 2 to 3 and 5 to 9 (Lot 3). The planning services are to be carried out immediately after the order is placed. The municipal council will decide on the awarding decision in its meeting in April 2026 according to the main statute. The order is therefore expected to be placed at the end of April/beginning of May 2026. The awarding of the construction services will be carried out after the planning services have been carried out in individual trades. The start of the constructional implementation is to be aimed for as soon as possible (summer/autumn 2026), so that the Bürgerhaus is ready for occupancy by the end of 2027. The municipality of Winterbach currently estimates total eligible production costs of around EUR 2.76 million gross (cost groups 200 to 700 according to DIN 276-1:2018-12). For the technical building services electrical, eligible production costs of approx. 267,500.00 EUR gross are currently assumed. The overriding objective of the project is the cost-conscious, functional and economical realisation of the construction project while taking into account the cost framework approved by the municipal council. The municipality of Winterbach has funding available for the measure. For this reason, the timely completion of both the planning services and the construction work must be ensured.
