The following information aims to indicate the specifics of the Contract and the needs of the Contracting Authority and to enable Contractors to decide whether to apply for admission to the Procedure. 2. Subject of the Contract – basic scope. The subject of the Contract is the preparation of project documentation for the Power Supply Infrastructure, the execution of construction works, obtaining a permit for use, and handover for operation in order to supply high-speed railways on the Warsaw – Łódź and Sieradz – Wrocław sections as part of the Investment. The Power Supply Infrastructure, which is the subject of this procedure, is intended to consist of: a. three traction substations of the NN/2x25 kV system: PT CPK (400/2x25 kV) and PT Dmosin (220/2x25 kV) supplying the Warsaw – Łódź section and PT Kuźnica-Czajków (400/2x25 kV), which is one of the supply points of the Sieradz - Wrocław section, b. high-voltage cable lines connecting traction substations with the power stations of PSE S.A., c. connection of the traction substation to the traction network of the railway line (with Autotransformer Cabinets and a fibre optic main), d. telecommunication systems, automation and control, including, among others, telemechanics, SCADA control system, communication systems. 2. The detailed description of the subject of the Contract has been described in Section III of the OPW. 3. After the end of the dialogue, the Contracting Authority will prepare the Contract Conditions Specification (hereinafter: "SWZ") in accordance with the requirements of art. 185(2) of the Pzp Act. The SWZ will include the Contract Draft and the description of the subject of the Contract. The SWZ will be provided to the Contractors with whom the Contracting Authority will conduct the dialogue and who will be invited to submit an offer. 4. Details regarding the method of executing the Contract will be specified in the OPZ (in particular the PFU) and the Contract. 5. Subject of the Contract – Option Right: The Contracting Authority plans to reserve in the Contract the right to extend the basic scope of the subject of the Contract to include maintenance for the traction substations from the Basic Contract. The Contracting Authority may order the optional scope of work for the entire Contract or for a selected part (one of the Substations) of the Contract. In the event of a need to replace a device or its part, the Contractor will replace the damaged element with a new one from the same manufacturer, however, in the event of unavailability, the Contractor will provide a replacement with parameters not worse than the previously installed one. As part of the maintenance service, the Contractor will also provide control of the elements at the time intervals specified in the PFU. The above will be the subject of the dialogue. 6. The detailed description of the Contract Option Right has been described in Section III Subsection III – CONTRACT OPTION RIGHT of the OPW. As part of the Option Right, the Contracting Authority also plans to extend the basic scope of the Contract by 2 traction substations, namely PT Pabianice, PT Dziadowa Kłoda. 7. The Contracting Authority plans to award contracts, as referred to in art. 388(2)(c) of the Pzp Act. The subject of the Contract will include, in particular: design or construction works in the scope of traction substations, control and monitoring system of traction power supply (SCADA), cable or overhead lines of the appropriate voltage, as well as maintenance services after the handover of the facilities for operation. The conditions for awarding such contracts, i.e. "similar contracts", will be specified in the Contract Draft. Due to the repeatability of tasks, covering individual power supply facilities or their parts, as well as their functional connection in the traction power supply system serving the High-Speed Railways on the line sections "Y", of which the contract consists, during the execution of the works, there may be a need related to the necessity to implement changes in the power supply layout, planned to be ordered as a similar contract.
