Finland – Hotel, restaurant and retail trade services – Elintarvikekioskitilan vuokraaminen käyttöoikeussopimuksena

The Central Uusimaa Wellbeing Services County and the City of Tuusula (hereinafter jointly "Procurement Entity") invite applications to participate in the procurement of a lease agreement for a grocery kiosk as a right-of-use agreement. The Procurement Entities are jointly implementing the sote-centre located in Hyrylä, Tuusula. The future sote-centre is intended to house a grocery kiosk. This is a grocery kiosk, i.e. a space where foodstuffs can be sold, but no reservations are made for building services, for example for a sauna or a kitchen for food preparation. The business premises are located on the 1st floor at street level of the sote-centre and the area allocated for the grocery kiosk is approximately 50 m2. There is direct access to the street from the business premises towards the bus station and access to the main area of the sote-centre via a staircase. It is possible to keep the business premises open even when the rest of the sote-centre is closed, in which case access to the business premises is only from the bus station side. The sote-centre and the business premises are scheduled to be taken into use in January-March 2029. The lease agreement is intended to be made for a fixed term of at least five (5) years. The duration of the lease agreement will be negotiated with the candidates so that it covers the chosen supplier's investments and the return on the capital invested. The procurement procedure is a competitive negotiated procedure in accordance with the Act on Public Procurement (1397/2016), in which the Procurement Entity negotiates the requirements for the grocery kiosk and the terms of the lease agreement with the candidates who have submitted an application to participate. All candidates who have submitted an application to participate will be included in the negotiation procedure.
