Charité - Universitätsmedizin Berlin (Charité) intends to intensify its CO2 emission reduction efforts, which have been underway since 2016, despite simultaneous area growth, through energy-saving contracting at the CBF. Energy-saving contracting at the CBF offers a universally adaptable solution approach to significantly reduce the CO2 footprint through relevant and financially secured energy efficiency and savings measures. As the central drivers of emissions, the entire area of building and technical systems at the listed CBF, with its mostly outdated cold and steam generation technology and oversized infrastructure, is in the strategic focus. Additionally, the structural condition of the buildings, 60% of which were constructed before 1980, requires a high level of renovation effort. The subject of the tender is the implementation of energy efficiency measures in the CBF's buildings within the framework of a savings guarantee contract (ESGV) (Contract for Planning, Execution and Maintenance of Construction and Other Services) coupled with an independent financial savings guarantee obligation of the contractor (so-called Energy Saving Contracting - ESC). To achieve the project, the contract is divided into two technically and economically interdependent main tasks, which can only be awarded together: Main Task 1: Energy Efficiency Measures for the Majority of the Buildings at the CBF Location • Potential savings should be tapped, in particular, in the following areas, if this appears reasonable and project-promoting: - Energy-related renovation of AHU and central systems - Renewal of the waterworks (pressure boosting and treatment plant) - Renewal of the heat supply (installation of efficient pumps, hydraulic balancing) - Implementation of LEDs (replacement of conventional luminaires) - Optimisation of the hot water supply (system conversion of hot water systems) • Furthermore, there is the possibility of tapping additional savings potential from the area of energy-intensive building services to ensure medical and facility tasks on the campus. Currently, there are no restrictions on the scope of consideration for energy efficiency measures. However, all user-specific facilities, systems, and devices of the immediate clinical operation, as well as energy efficiency measures on the building structures and their building envelopes, are fundamentally excluded. Main Task 2: Energy Efficiency Measures in the Area of the Entire Steam Supply with its Run-Down and Oversized Infrastructure (System Conversion) At the CBF, steam is required for several clinical and operational tasks, including food preparation, cleaning, AEMP (sterilisation), and humidification. Within the scope of the project, the maximum possible and economically reasonable scope of renewal and optimisation services for the steam plant is to be considered as a mandatory measure. The work will be carried out while maintaining hospital operations at the CBF. There are separate requirements under the Berlin Awarding and Procurement Act (BerlAVG), see tender documents.
