1.1 DB InfraGO AG aims to achieve, through this procurement, a comprehensive introduction of digital plan management for the design phase, digital management of all plans and inspection documents. The distribution of plans to internal and external parties involved in the plan management process should be fast and efficient and should be carried out via automated workflows. The complete documentation of all plan documents to be inspected, including qualified digital signatures, should be fully digital and should create a uniform reporting system for the progress of the inspection. To accelerate the plan management process and plan approval, an internet-based plan management system should be used, which should enable the seamless integration of external parties (e.g. general contractors, external inspectors, external experts, construction supervisors). The software should be designed to fully support electronic plan approval; all functions required for this should be included in the system without exception. The system's goals are to shorten the time from plan creation to plan approval by using modern telecommunications technology, to ensure that only the current plan version is used on construction sites, to provide immediate oversight of where a plan document is in the plan approval process, to digitally archive plan and supplementary information, and to reduce the overall costs of the plan approval process. The plan management should cover the requirements for all relevant planning phases and support the complex procedural requirements according to VV-BAU and VVBAU-STE.
