Description
Fingrid Oyj is seeking framework agreement partners for the maintenance and modification of its secondary systems. The background to the procurement is the strong construction of the transmission grid as production methods change, which requires more planned improvement measures in the secondary systems and the ability to respond quickly to changing needs. The scope of the procurement includes all the secondary systems of Fingrid Oyj's owned and maintenance-responsible electrical, switchgear and customer stations, including IED-, BCU-, RTU-, HMI-, LAN-, SVY-, HT-, TWS-, PMU-, PQ- and equivalent systems. In addition, the procurement includes material deliveries and subcontracted services as well as design services to the extent defined in the orders. The procurement covers the whole of Finland. Fingrid Oyj orders tasks on a needs basis. The orders may include, for example:
1. Minor modification tasks for secondary systems (e.g. individual relay and device changes as well as minor automation changes)
2. Small projects related to grid protection (e.g. SVY- additions, grid protection additions and PMU-measurement additions)
3. Small automation-related projects (e.g. RTU- additions, HMI-renewals and LAN-modification tasks)
4. Counterstation tasks for electrical substation projects
5. Small basic renovation projects (e.g. improvements to cabinet ventilation, telecommunications upgrades and firewall renewals)
The exact scope of each order is defined on a case-by-case basis at the time of ordering. The buyer defines the content of the orders and specifies it if necessary with the Supplier before starting the work. The Supplier shall submit a time estimate and a delivery time estimate before the order. The orders are needs-based, and their number may vary during the contract period. The contract does not include a firm order obligation or give the Supplier the sole right to supply services to the Buyer. The buyer makes ordering decisions on a case-by-case basis, taking into account, for example, the adequacy of the supplier's resources, the existing order backlog and the geographical location of the job. The aim is to conclude framework agreements with a maximum of eight (8) service providers who have sufficient expertise and resources for the implementation of secondary system-related modification and maintenance tasks and the ability to respond flexibly to the Buyer's changing needs. The maximum duration of the framework agreement is seven (7) years. The contract includes a four (4) year main contract period and three (3) one (1+1+1) year option periods.
