Description
The District of Düren (hereinafter: "Granting Authority") aims to provide comprehensive, high-performance access to gigabit networks. Furthermore, the Granting Authority aims to strengthen its business location and ensure the competitiveness of its companies. Therefore, concession contracts for the construction and operation of gigabit networks as well as the provision of end-customer services in the areas specified in more detail below are to be concluded with telecommunications companies. For this purpose, the Granting Authority has submitted a funding application within the framework of the federal funding programme "Funding to support the gigabit expansion of telecommunications networks in the Federal Republic of Germany – Gigabit Guideline 2.0" and has been granted provisional funding. In addition, the Granting Authority has applied for co-financing according to the "Guideline of the State for the co-financing of the federal programme 'Funding to support the gigabit expansion of telecommunications networks in the Federal Republic of Germany – Federal Gigabit Guideline 2.0 (Gigabit-RL 2.0)'"; an early start of measures was then permitted. The funding is to be provided through an investment grant in the amount of the so-called viability gap, i.e. in the amount of the difference between the net present value of all revenues and the net present value of the costs for network construction and operation. The conclusion of the grant agreement (see Annex 4 to the Service Description and subsequent para. 4 e) hh)) is subject to the condition that the corresponding funds (also) be granted in final amount and the corresponding own contributions are made available by the municipalities of the District of Düren in accordance with budgetary law. The expansion area is divided into 2 lots. Bidders have the opportunity to apply for one or both (individual) lots within the framework of the selection competition. In addition, there is the possibility to apply – in addition to or instead of an application for one or both (individual) lots – for a total offer for both lots within the framework of the selection competition. The form "Proof of Eligibility" (Annex 1 to the Accompanying Document to the Notice) must indicate which (individual) lot or lots the application relates to, or whether an application (also) for a total offer is made.
