**Objective of the Contract**

The aim of the new project phase is to convey to the Local Alliances, following the reorientation of the Federal Ministry for Family Affairs, Senior Citizens, Women and Youth (BMBFSFJ), a comprehensive approach to educational biographies, family policy and participation in the context of reconciliation. This also includes focusing the work of the Local Alliances for Family on the family policy initiatives of the Federal Government. This is of considerable importance:

- to continue to position the topic of reconciliation in all its facets in the municipalities as a strategically important topic and to support the Local Alliances in this in a targeted manner,

- to promote the acquisition of further actors/alliance partners,

- to sensitize the economy and municipalities to take more account of the different needs of families and to align their activities accordingly,

- to expand cooperation with companies to shape family-friendly living and working conditions.

Basic developments as framework conditions are to be taken into account:

- Changes in the world of work (e.g. digitalization) and their impact on families, e.g. on a partner-oriented division of tasks in families, increasing maternal employment, design of care work, active fathers, grandparents' participation, etc.

- Expansion of needs-based supportive childcare services for children of all ages, particularly for primary school children (legal entitlement) and during holidays or off-peak times

- Family-friendliness as a location factor (including welcome culture for families with a migration background)

- Educational and family policy should be thought of and operationalized together.

Within the framework of the priority setting identified by the BMBFSFJ, in particular with regard to the content-related reorientation of the BMBFSFJ, the Local Alliances for Family are to be trained and further developed in the new project phase as competent contact partners for family matters.

A central component of the new phase is the implementation of a strategy and communication program that enables the alliances to plan themes strategically and to communicate them in a targeted and publicly effective manner. The objectives of the implementation are:

• Broadening the communal/regional action radius of the alliances

• Consolidation of the direct communication channels between federal level and municipality

• Strengthening the visibility of the alliance activities on site

• Professional press and public relations work for the targeted dissemination of family-related messages.

The contractor shall develop an innovative overall concept for the federal initiative "Local Alliances for Family" and implement it in close coordination with the BMBFSFJ. The scope of services contains special explanations for existing measures or instruments that need to be continued. The following guidelines must be taken into account in the conception of the coming programme phase:

(1) Operation of the service office "Local Alliances for Family"

(2) Strategy and communication development

(3) Organisation of central (specialist) events with management participation (1* per year)

(4) Identification and marketing of success stories from the alliance work on site

(5) Support/participation in the nationwide action day on the occasion of the International Day of the Family

(6) Concept and implementation of a mentoring programme

(7) Overall programme management incl. programme monitoring and documentation
