Description

This Selection Guidance, read together with the Annexes, provides clarification on the Contract, the contract description and the procurement procedure for the award of the Contract. This procurement procedure aims to lead to the conclusion of a design-build contract and a construction contract, with a Contractor responsible for the execution of the Contract, in accordance with the Technical Specifications and the conditions mentioned in the Technical Specifications (as will be provided to the selected Candidates later). With this Selection Guidance, the Awarding Authority invites interested parties to submit a Request to Participate for the Contract. The Selection Guidance includes information on how the Requests to Participate must be submitted. This Selection Guidance contains, in particular, the description of the progress of the selection phase for the award of the Contract. The selection phase concerns the first phase of the procurement procedure, in which suitable Candidates are selected. In the second phase of the procurement procedure, namely the award phase, the Candidates selected by the Awarding Authority are requested to develop a proposal for the execution of the Contract and to submit this in a Tender for the Contract. During the award phase, negotiations may possibly take place and, if necessary after optimisation of the Tender, the economically most advantageous Tender is chosen. The Awarding Authority reserves the right to immediately indicate the economically most advantageous Tender, even without negotiations or, if necessary, after a first optimisation, and to proceed with the award of the Contract. The Selection Guidance with all accompanying Annexes has been carefully compiled. If the Candidate nevertheless finds any ambiguities or imperfections, he must inform the Awarding Authority of this in writing in accordance with article 10 of this Selection Guidance. Ambiguities or imperfections reported after this deadline will, in principle, be disregarded in the assessment of the Requests to Participate. By submitting a Request to Participate, the Candidate unconditionally accepts the procedure as set out in this Selection Guidance.
