Subject of these services: Delivery, implementation and maintenance of a management application for Civil Affairs. The City of Kortrijk wishes to purchase a new management application with this contract that can better respond to the needs of all stakeholders. This includes the administration and its representatives, employees, the local police zone, … but especially its external customers: Citizens. The stakeholders expect increasingly efficient and effective service provision, and we wish to better meet this with a new application. For employees, this expectation is oriented towards a low-threshold application or uniform interface in order to make maximum usability possible. For citizens, the expectation is in line with the digital service provision strategy of the Flemish Government and the City of Kortrijk wishes to strongly invest in the use of the Flemish building blocks provided by Digitaal Vlaanderen. The offered solution must at all times comply with the general instructions determined by the Federal Public Service for Civil Affairs. It can integrate smoothly into the existing architecture and with current applications by starting from an open-data and API philosophy with sufficient interoperability.
