This is a procurement under Appendix E of the Public Procurement Act (Act on Public Procurement and Concession Agreements 1397/2016). The procurement is implemented as a dynamic supplier register, which means a procurement unit's own designed, procurement law compliant procedure for procuring the services that are the subject of the procurement. The subject of the procurement are employment services in the Jyväskylä and Muurame employment areas. The procurement unit selects all candidates who meet the requirements set out in the application for participation and its appendices to the dynamic supplier register. Individual procurements may be services under the responsibility of the employment authority, in which case they are procured by the municipality acting as the employment authority or independently by the city responsible for employment services. Individual procurements may also be services that promote or support employment, i.e. the services may be both services that fall within the statutory obligation to arrange employment services and other voluntary services procured for the clients of the employment area. By the result-based nature of the procurement, it is meant that the service provider is paid for the result achieved, not for the implementation of the assignment. The dynamic supplier register is divided into the following classes based on the characteristics of the service to be procured: Class 1 Integration Training Class 2 Statutory Labour Market Training, Guidance Services and Other Services Class 3 Short, targeted training and services aimed at the needs of the labour market and direct employment Class 4 Other services that promote or support employment (including pilot procurements, cross-administrative projects and other procurement of services in line with the objectives, such as services based on voluntary choice or entrepreneurship). The classes and the service to be procured are described in more detail in Appendix 2. A candidate may submit an application to one or more classes of the supplier register. A more detailed description of the supplier register and the subject of the procurement can be found in Appendices 1 and 2.
