Description

The Contracting Authority wishes to appoint, through this public contract, a mandatory consortium consisting of a landscape architect, a real estate project developer and an architect. The landscape architect will first, in cooperation with the project developer and the architect, develop a visual quality plan for the entire project site. This visual quality plan includes a qualitative spatial design of the entire project zone (new square to be created, underground parking, multi-family homes, commercial spaces, …) and therefore of both the mandatory and the optional zones (see further). In addition, the landscape architect will design the new square to be created on behalf of the Contracting Authority. The design of the square must of course fit within the visual quality plan but forms only a part of it. The square will in fact also be laid out if the optional zones cannot be developed due to lack of agreement with the owners (see further). The square opens up as public domain all the new multi-family homes and commercial spaces to be built. All public space will belong to the public domain. The Contracting Authority will have the square laid out by a separate public contract. The project developer must develop the new square facades in the project zone by building multi-family homes and commercial spaces on the ground floor. The project developer will have the multi-family homes and commercial spaces built and commercialised in his own name and at his own expense. The project zone is divided into three subzones (one mandatory zone and two optional zones). The allocation of spaces for economic activities will take place in consultation with the municipality of Bornem… This may include, but is not limited to, catering, retail, a supermarket, craft activities that have their place in a village centre, liberal professions,.... Under the buildings of the square facade in the mandatory zone and the square in the mandatory zone, a underground car park must be built. This underground car park has a threefold purpose: - Private parking for the residential units; - Parking for the operator of the economic activities above; - The remaining parking spaces that can be realised can be used to provide public short-term parking (shop and go). The creation of a supply of parking spaces directly in the shopping centre must also contribute to the upgrading of the shopping centre and for that reason fits in the policy objective of the Contracting Authority to strengthen the shopping centre. In addition, the additional public parking spaces must provide an answer to the second phase of the masterplan. In this next phase, the Kardinaal Cardijnplein will be redeveloped. During this redevelopment, the square will be partially softened, resulting in the loss of parking spaces. The extra public parking spaces under the post-site can then (partially) compensate for this.
