France – Alarm-monitoring services – Télésurveillance des sites GRDF

The Real Estate and Mobility Directorate of GRDF wishes to set up a contract for the remote monitoring of GRDF sites across the entire national territory. The future remote monitoring service provider will work in collaboration with the future security command post (the "PCS") which will be operational by summer 2026. The target volume of GRDF sites to be remotely monitored by the end of 2027 is estimated at just under 200. The services concern:

- The remote monitoring of sites designated by GRDF

- If the situation requires it, the physical verification in coordination with the PCS and the GRDF representative

- Additional Services

The services of video verification, maintenance and installation of alarm systems are excluded from the scope of the consultation and are handled by third parties. The Candidate is expected to have the capacity to cover the entire French territory concerning the physical verification, to have strong coordination with the GRDF PCS, as well as a duty of advice and alert on the choice of remote monitoring equipment.

Capacity criteria used in the application phase:

Capacity application criterion (weighting 80%)

- Quality and relevance of 3 recent references of remote monitoring with a legal entity of similar size having a national presence

- Technical means implemented by the company in relation to the contract

- Average staff in relation to the contract (internal and external staff)

Financial capacity criterion (weighted at 20%)

- Evolution of the global turnover over the last 3 financial years

- Evolution of the turnover related to the services subject to the contract over the last 3 financial years

- Share of turnover concerning the services subject to the contract in the last financial year
