Finland – Staff training services – Henkilöstön osaamisen kehittäminen - toimittajarekisteri

The procurement unit of the City of Turku's corporate management services invites service providers to submit applications for inclusion in the supplier register related to the development of staff skills in the services: (training, coaching and development). The agreement from the supplier register will be made valid for the time being and the supplier register will be used by all procurement units participating in the competition (City of Turku, Pöytyän municipality and Oripään city). The supplier register was established starting from 1.1.2024 and is now being opened for the second time since its establishment. Significant changes from the previous version: - A new table is in use, where reference requirements, information on work methods, company presentation and training example are filled in. The aim is to facilitate the comparison of applications and ensure the fair treatment of candidates. - Descriptions of the sub-entities have been refined - The sub-entity "Project and programme management" is left out (i.e. no new experts will be sought for this, the current ones will remain as they are). - New sub-entity "Collaborative impact, complexity thinking and experimental development" - The EA1 training included in sub-entity 10 is left out (i.e. no new experts will be sought for this, the current ones will remain as they are). In addition, the heading has been refined from "crisis training" to "emergency response training". The sub-entity is otherwise unchanged. - The staff training plan, previously appendix 4, has been replaced with a more recent training plan - A link has been added to the new city strategy "Turun kasvun tarina 2040-luvulle" The service to be procured includes 12 sub-entities: 1. Managing change and the skills of living in change 2. Diversity in society (management and services) – resident and customer focus, equality in the development of operations (cooperation networks, multiculturalism, multidisciplinary) 3. Challenging customer situations and safety (solution-centredness, interaction skills; also mapping and some threats) 4. Developing skills to support well-being at work: resolving workplace conflicts, training and coaching for line managers, (also line management in hybrid work) excluding work guidance and anticipatory career guidance 5. Managing the lifecycle of services: process management, developing process competence, LEAN methods 6. Web-based training for service relationship issues 7. Collaborative impact, complexity thinking and experimental development 8. Promoting digitalisation – developing customer service, enabling new intelligent and secure services for the municipal sector (e.g. robotics, artificial intelligence, IOT) 9. Leadership with data – Enabling change in operations with data leadership and digitalisation. Systematic information management: availability of information, quality of information, interoperability of information and reusability 10. EA training (Emergency response training, tailored EA training) 11. Initial extinguishing training (Initial extinguishing AS 1, tailored initial extinguishing) 12. MAPA training or equivalent The procurement of services can be carried out either by the personnel administration or by the line managers of the operational units in cases where a need for development has been identified.
