Ireland – Environmental engineering consultancy services – Single Party Framework Agreement for the Provision of Energy Efficient Design Services

The Energy Efficient Design (EED) process is intended to ensure that the Contracting Authority’s capital projects are conducted in accordance with objective and methodical protocols and procedures. The overall EED process comprises organisational measures, processes, guiding principles and control mechanisms to be implemented during the design of projects, with the targets of (i) reducing the lifecycle energy consumption and GHG emissions of the building when in use and (ii) achieving a building that is Carbon Zero Ready (i.e., a building that will be carbon zero when the electrical grid decarbonises). In accordance with national and sectoral guidance, the EED process shall be applied to all projects with a value greater than €1,000,000. The purpose of this competition is to appoint a suitably-qualified and experienced EED Facilitator who will draft and submit key EED reports in accordance with this Specification of Requirements document. Such reports will serve to measure progress of the EED process as applied to each capital project and effectively communicate the results of the EED process to Contracting Authority project stakeholders.
