The District of Zwickau is conducting a negotiated procedure with prior qualification for the promotion of the expansion of sustainable, future-proof and high-performance broadband infrastructures (so-called gigabit infrastructures within the meaning of the guideline for the promotion of support for the gigabit expansion of telecommunications networks in the Federal Republic of Germany (Gigabit Directive 2.0) of 30 April 2024 (hereinafter: Federal Funding Directive) with fast internet connections for the eligible addresses in Cluster 1 of the District of Zwickau (also referred to as the project area) in accordance with the regulations of the Ordinance on the Award of Concessions (Concessions Award Ordinance, KonzVgV). For more detailed information about the project area, please refer to the tender documents. The tender aims to achieve and promote the expansion of future-proof and convergent gigabit networks by telecommunications network operators in the aforementioned Cluster 1/ project area of the District of Zwickau, so that a demand-driven broadband supply can be established and maintained in the project area. The objective is to close the so-called viability gap in the sense of Section 3.1 of the Federal Funding Directive. The successful bidder will receive corresponding grants, but will continue to bear the essential entrepreneurial risk for the construction and operation of the corresponding broadband infrastructure, in particular the marketing risk.
