1) A restricted procedure is being conducted. This notice initiates the selection stage. In the selection stage, the candidates or consortia to be invited to tender will be selected on the basis of the applications to participate. No tender is to be submitted at this stage, only an application to participate. 2) The application to participate must use the templates (forms) available for download in the short information on the electronic tendering platform subreport of the procurement information system ELViS under the project access of this procurement procedure (see section 5.1.11). This short information contains further details. Further information on the tendering platform used is available at https://www.subreport.de/service/support-elvis. 3) Queries must be submitted exclusively via the electronic tendering platform subreport to the contracting entity. Queries will also be answered exclusively via the aforementioned tendering platform. Oral queries will not be answered. Queries can only be answered in time before the deadline for the receipt of applications to participate if the queries are received by the above-mentioned entity by 16.04.2026 at the latest. Queries received later will also be answered if possible, provided that this is still possible in the view of the contracting authority before the deadline for the receipt of applications to participate. 4) The complete, compliant application to participate (and any separate declarations by the candidate) must be submitted by the candidate as a PDF document exclusively electronically in text form via the corresponding project access (see section 5.1.12) (button "Submit tender / application"). 5) Candidates who do not fully submit the required evidence of the minimum requirements (see sections 2.1.6 and 5.1.9) will not be considered in the selection of candidates to be invited to tender. 6) Evidence of economic and financial capacity and of technical and professional ability will be considered jointly for consortia.
