Germany – Heating-system design services – Dynamisches Beschaffungssystem Planungsleistungen Prüfung, Optimierung und Dekarbonisierung von Wärmeversorgungsanlagen (VOEK 127-25)

The AG manages various residential and commercial properties nationwide. With the EnSimiMaV, the Federal Government intended to oblige building owners to carry out technical optimizations for energy savings in their heating systems in the form of a hydraulic balancing. This hydraulic balancing, optimization of the heat supply system, inspection of decarbonization, and the use of a heat pump, is to be carried out successively in individual sprints as part of a dynamic procurement procedure. The planning services are required in different scopes of the properties to be renovated within the framework of an agile approach. The AG will award the planning services for the respective properties in individual sprints as part of a dynamic procedure. This will also enable smaller and medium-sized planning offices to provide the services. The provision of services includes planning services required for planning, consulting, tendering, construction management/construction supervision, and subsequent implementation in accordance with the performance phases 1 to 9 of § 55 HOAI. The focus of the services is on planning services in cost group 420 (421 - 423), the contract includes all other planning services required to achieve the contract objective. Essentially, the following services, based on § 55 HOAI, are to be provided for the hydraulic balancing: • Inventory of all room heating surfaces of a property by tabular documentation of the following characteristics: type of consumer (floor, ceiling, wall heating, radiators, etc.), specification of make, type, number of heating circuits, ribs or plates, usage-specific peculiarities, room assignment, position, thermal output in watts • Creation of floor plans and pipe schematic if not available • Specialised planning services KG 421 to 423 • Execution planning • Heat load and pipe network calculation with calculation software • Planning of heat generation systems according to the AMEV recommendation "Heat Supply Systems 2021", DIN EN 12831 and ASR 3.4 in the respectively valid version • Creation of schedules and progress plans for the implementation of the construction measures • Preparation and involvement in the awarding process • Site and construction supervision. In this context, additional planning services from related areas/ancillary services, particularly in the following areas – if required in individual cases – are to be provided: simple slot and breakthrough work, plastering work, drywall work, painting work, scaffolding/scaffolding. The services are generally shown in the document schedule of services, in the further stage the contracting authority reserves the right to specify the scope of services. The planning is structured into individual planning phases (see schedule of services, there a.E. overview of differentiated planning services). Some services must always be provided, the provision or the respective scope of the demand and alternative positions will be decided by the AG on the basis of decision papers. Depending on the decisions made, it may be necessary to plan a partial or even large-scale room heating surface exchange, which must be taken into account for the calculation of the hydraulic balancing. In the event of a room heating surface exchange, a further decision regarding the planning by the AG is provided. If an exchange of the room heating surfaces is required, the corresponding demand positions are also to be provided. The AG will communicate its respective requirement for services within the framework of a dynamic procedure with a respective invitation to tender to the planning offices suitable at that time (pool of applicants). The sprints are divided according to the complexity levels "basic projects" and "complex projects".
