Netherlands – Security services – Fysieke beveiligingsdiensten gemeente Hoeksche Waard

The Contract concerns a service in accordance with the Public Procurement Act 2012 and mainly involves: Deployment of physical security in combination with hostmanship at the locations of the municipality of Hoeksche Waard: Oud-Beijerland and Maasdam. At the same time, the municipality has expanded the role of the security officer to that of a hospitable, digitally skilled host(ess). Besides overseeing security, the security officer provides support in receiving and guiding visitors. The total volume (for four (4) years) of the Contract amounts to approximately € 546,000,- excluding VAT. The volume is based on historical figures and a spend analysis over the past years. The current estimate is based on the deployment of four (4) permanent security officers and two (2) flexible security officers. However, the municipality is investigating the possibility of expanding the deployment of security officers in the coming years, for example, by structurally deploying security officers at the location of Maasdam, in addition to the current deployment in Oud-Beijerland. If this development is implemented, the required formation can approximately double. Such an expansion currently entails an additional annual cost of approximately € 88,000,- excluding VAT. Over a period of four (4) years, this means a potential increase of approximately € 352,000,- excluding VAT, which can bring the total value of the contract (for four (4) years) to approximately € 898,000,- excluding VAT. Due to case law (Judgment ECLI:EU:C:2018:1034), the Contracting Authority is obliged to include a maximum number of sub-contracts and/or a maximum amount in its tender documents. For this Contract, a maximum value of € 1,796,000,- excluding VAT applies over the entire term, including any extension options (for eight (8) years). If the maximum value of € 1,796,000,- excluding VAT is reached within the contract period, the Agreement will automatically end upon reaching the aforementioned maximum value. The limit of the volume of the Agreement is independent of any possible term or contract duration. The aforementioned amounts and/or numbers are for indicative purposes only.
