Finland – Translation services – Viittomakielisten tulkkausten ja käännösten hankinta valtioneuvostolle

The Prime Minister's Office (PMO) is one of 12 ministries. Its main task is to support the Prime Minister in leading the Council of State and to coordinate the work of the Government and the Parliament. The PMO is responsible for organising the operations of the Council of State and for arranging the operating conditions of the Government in all circumstances. The subject of the procurement is the procurement of Finnish and Finland-Swedish sign language interpreting and translation services required by the Council of State and its ministries. Interpreting and translation services are primarily needed from Finnish and/or Swedish to Finnish and Finland-Swedish sign language, but to some extent also from Finnish and Finland-Swedish sign language to Finnish. Sign language interpreting and translation services are particularly needed for the communication needs of the communication unit of the Council of State, which will commence operations on 1 July 2026. The communication unit of the Council of State is responsible for the communication of the Council of State and its ministries and for coordinating the communication of the central government. The recommendation on the use of sign languages in the communication of the Council of State in 2025 promotes the realisation of the linguistic rights of sign language users. In addition to interpreting and translation services related to communication, the subject of the procurement are also the other sign language interpreting and translation needs of the ministries (areas 5-8), in the procurement of which the Prime Minister's Office acts as the lead procurer and the procurement group includes the Ministry of Transport and Communications, the Ministry of Justice, the Ministry of Education and Culture, the Ministry of Social Affairs and Health, the Ministry for Foreign Affairs, the Ministry of Finance and the Chancellor of Justice. The procurement is a service procurement exceeding the EU threshold and it is divided into eight areas: 1. Interpretation for events from Finnish to Finnish Sign Language 2. Interpretation for events from Finnish and Swedish to Finland-Swedish Sign Language 3. Translations related to communication from Finnish to Finnish Sign Language 4. Translations related to communication from Swedish to Finland-Swedish Sign Language 5. Other interpretations from Finnish to Finnish Sign Language and from Finnish Sign Language to Finnish 6. Other interpretations from Finnish and Swedish to Finland-Swedish Sign Language and from Finland-Swedish Sign Language to Finnish and Swedish 7. Other translations from Finnish to Finnish Sign Language 8. Other translations from Swedish to Finland-Swedish Sign Language. A supplier may submit a tender for one or more areas. A framework agreement will be established for each area, in which the selected providers will be placed in a priority order. The estimated value of the procurement is approximately 100,000 euros/year for all languages combined. A two-year (24 months) framework agreement will be concluded with the selected providers, which includes two one-year (1) options. The estimated start date of the agreement period is 1 November 2026.
