Belgium – General management consultancy services – BEGELEIDINGSPROGRAMMA TER ONTWIKKELING VAN DE STRATEGIE & HET BESTUUR

This contract is a services contract as defined in Article 2, 21°, of the law of 17 June 2016. It concerns coaching, strategic support and organisational development services for public administrations. It aims to support administrations in an integrated organisational approach, in terms of defining, implementing and steering their strategic orientations, as well as strengthening their organisation, governance, managerial practices, resource management and mobilisation of stakeholders. It contributes to ensuring the alignment of the various levels of governance and management around the defined objectives, including in a context of change, transformation or crisis, in order to guarantee a coherent and shared deployment of strategies. This contract is divided into lots as follows:

STRATEGIC PLANNING AND ORGANISATIONAL RESILIENCE

• Lot 1: Support for the development of the transversal strategic plan (PST)

• Lot 2: Support for resource planning and optimisation

• Lot 3: Support for the review of the organisational framework and organisational chart integrating a foresight approach to employment and skills management (GPEC)

• Lot 4: Support for the development of a business continuity plan (BCP) within an integrated crisis management approach

STRATEGY DEPLOYMENT AND MANAGEMENT

• Lot 5: Support for project portfolio management

• Lot 6: Change management

• Lot 7: Support for internal and external communication

GOVERNANCE, MANAGEMENT AND TEAM DYNAMICS

• Lot 8: Support for management and executive committees

• Lot 9: Individual coaching for managers

• Lot 10: Team support

Target group: The local authorities of Brussels (municipalities and CPAS) as well as bodies carrying out public service missions within the Brussels-Capital Region.
