Description

The framework agreement is single-supplier with a part for purchase orders in accordance with the provisions of Article R. 2362-8 of the Public Procurement Code (CCP) and a part for subsequent contracts in accordance with Articles R. 2362-1 to R. 2362-7 of the CCP. The expected services (for the purchase order part) will be defined in the framework agreement and cover the supply of test devices, batteries, notably of the Lithium-Ion type, as well as the performance of abusive tests on these secondary batteries. In this context, the tests will be carried out under conditions with and without water mist firefighting on secondary battery fires. The subsequent contracts will specify certain services or supplies for possible tests not defined at this stage. The place of performance will be the site of DGA TN de Tourris at La Valette du Var. The deadline for the submission of tenders is set for 27/07/2026 at 16:00 (Paris time). The deadline and time limit indicated in section 5.1.12 are in UTC format. This is a Defence or Security Contract. The present contract notice is subject to a formalised negotiated procedure with competition and prior publicity, in accordance with the provisions of Articles L 2324-1, L 2324-3, R 2324-1, R 2324-3, and R 2361-8 to R 2361-12 of the CCP. The framework agreement is concluded for a validity period of 4 (four) years. The framework agreement has no minimum amount and a maximum amount of 500 000€ VAT excluded, indicated in section 2.1.3 below. This maximum amount corresponds to an overall estimate for the framework agreement project, without any commitment on the part of the State to reach it. The maximum amount indicated in sections 2 and 5 below is in euros excluding tax. This contract notice concerns only the TENDER PHASE. The tender dossier will be sent later to the candidates admitted to tender. In accordance with Article R 2342-7 of the Public Procurement Code, this procedure is not open to economic operators from third countries to the European Union or the European Economic Area. The provisions of Article R 2394-1 of the CCP (review clauses relating to price variation conditions, addition of devices and complementary tests, crisis situations) may be applied.
