To support the strategy of the Real Estate Branch, the IT department of SNCF IMMOBILIER regularly evolves its information system (adapting existing applications, implementing new solutions, etc.) to align it with its business strategy and new challenges (Real Estate Portfolio, Property Services Agreement (PSA), etc.). As part of the transformation of the DIT/DIIDF (territorial real estate departments and Paris Region Real Estate Department) into a true real estate service, SNCF wishes to evolve its real estate strategy and move from budget management to asset management and a strategic property portfolio plan. The ultimate goal is to have a map of its property portfolio with CAPEX and OPEX for 3 years and then 5 years, enabling risk-based priority management. SNCF Immobilier currently uses several applications for the management and programming of maintenance operations, notably the following three solutions: Connect’Immo: tool for programming, managing and reporting OPEX/CAPEX work MyHorizon: tool for planning CAPEX, tracking multi-year investments by securing and improving the quality of financing needs Immosis / Immotep Technical Management: tool ensuring the preparation and budgetary follow-up of OPEX They intervene heterogeneously in the "Operation Management" and "Programming" processes, without fully meeting all the expected functionalities in terms of planning, operation management or completeness/standardization of reporting. These gaps are sometimes compensated by "artisanal" Excel files in the territory. In summary, they do not currently serve the business lines (MOAP, Operations, Managers, RAF/DAF, Asset Manager/Asset Managers) optimally, nor do they meet the requests and needs of SNCF Immobilier's Clients. This consultation covers all the functionalities of the Work Management IS, including planning, operation tracking, resource management, performance management and indicator production. The successful solution must be SaaS and must: • Cover the entire lifecycle of work (from programming to closure), • Integrate harmoniously with the other components of the group IS, notably the property, financial and operational systems, • Ensure data consistency with the references and standards defined by DataOne, a programme of SNCF Immobilier guaranteeing data from the various IS of SNCF Immobilier. The solution must be scalable, user-friendly and easily integrate into the target information system (interoperability).
