Description
DataWISE stands for 'Data-Driven Work Is More Efficient Together' and aims to help cities and municipalities work smarter and more efficiently with data by better bundling and making data accessible. Objectives: Establishing a shared infrastructure that enables data to be collected, controlled, reused, and made available based on proven ETL technology (Extract, Transform, Load). The project involves developing and implementing ten generic applications within this shared infrastructure. Three have already been determined, and seven will be finalized through a participation trajectory. Sharing knowledge through a learning network, coaching, and training. It has been decided to use the known FME software as an ETL tool to implement the applications. The contract is set up as a framework agreement and is divided into several large parts. In a first part, various FME licenses are procured, which can be done in different ways. This can be done both by purchasing the licenses and by leasing the licenses. A second part contains the consultancy to set up the FME infrastructure. If different FME licenses are used, an infrastructure must also be set up for this, for example with servers and integrations with other software. For DataWISE, the infrastructure must be able to offer the developed processes shared between different cities and municipalities, either as a template or to implement certain processes. To work with FME, various training courses are offered, which is a third part of the contract. Finally, there is also consultancy provided for developing various scripts, in order to be able to implement applications. The whole will be set up as a purchasing central. A purchasing central is necessary to set up the DataWISE story, to further anchor DataWISE after the expiry of the EFRO project and to be able to scale up. The purchasing central can already be used during the project by other authorities (outside the DataWISE project), among other things, to be able to share the knowledge and expertise gained in the project. The purchasing central can be used by all local authorities in the territory of the Flemish region. In the selection and awarding guidelines, a list is included of which authorities it concerns. Within the framework agreement, orders will be placed by means of a cascade system for orders under 30 000 EUR and with mini-competitions for orders above 30 000 EUR. In the awarding guidelines, it is described how these orders will take place. The Province of East Flanders will request a cost-covering remuneration for each order that will take place within this framework agreement.
