The subject of the contract is the provision of consultancy services for the implementation of energy-saving measures in the buildings of the Ministry of Digital Governance. Specifically, the project aims to reduce energy consumption in the three buildings of the Ministry of Digital Governance - two buildings at the address Frangoudi 11 & Al. Pantu, Kallithea, TK 176 71, and one building at the address Chandri 1 & Thessalonic, Moschato, TK 183 46 - through the application of organizational and management measures, with the ultimate goal of energy saving, reducing operating costs, and compliance with the regulatory framework of the KYA "Measures for improving energy performance and energy saving in buildings and facilities belonging to or used by public sector entities" (Government Gazette B' 3424/2-7-2022), as amended and in force. The implementation must be based on a structured methodology and requires specialized technical training in areas such as energy analysis, human resource training, and changing operational culture. More specifically, the present project focuses on achieving energy savings through behavioral measures described as follows: 1. Collection of historical data from the Awarding Authority on electricity consumption every fifteen minutes (15') through extraction from the relevant platform of the DEDDIE for a period of at least the last two years (maximum period four years) and evaluation of data accuracy (billing, DEDDIE data, invoices, etc.) and monitoring and documentation of consumption, using energy data, performance indicators (KPIs) and periodic reports. The Awarding Authority must provide the Contractor with full access to the DEDDIE platform. 2. Macroscopic assessment of the facilities and equipment, through visits to the spaces concerned. 3. Collection of equipment data to be provided by the Awarding Authority, located in the spaces of interest and in operation. Check the equipment data and compare with the existing status. 4. Support and guidance of the energy manager of the building of the Awarding Authority for the implementation of the energy-saving measures of the KYA "Measures for improving energy performance and energy saving in buildings and facilities belonging to or used by public sector entities" (Government Gazette B' 3424/2-7-2022). 5. Proposal of low-cost energy-saving measures (quick wins) that can be implemented immediately. 6. Proposals for administrative methodology for achieving a long-term energy-saving culture. 7. Determination of baseline energy consumption. 8. Monitoring, identification, and presentation of energy-saving trends/indicators, e.g. energy consumption evolution diagrams. 9. Establishment of an organizational structure for energy management, with designated responsible persons per building and clear allocation of roles and procedures. 10. Training and awareness-raising of staff, through specially designed seminars and participatory actions. 11. Monitoring and documentation of consumption, using energy data, performance indicators (KPIs) and periodic reports. 12. Implementation of daily energy-saving practices, with non-invasive interventions and determination of a framework for behavioral changes. 13. Continuous technical support and monitoring of the implementation, with evaluation and optimization proposals on an annual basis. The services include at least: a) Mapping of the existing status, b) Technical macroscopic assessment of the energy performance of the facilities and equipment through visits to the spaces of interest, c) Analysis of energy consumption (energy consumption evolution diagrams), d) Evaluation of all procedures and new requirements, e) Specialized recommendations for energy-saving measures, f) Creation of a project management office (PMO) for controlling the implementation of the contract and effective communication with the Awarding Authority.
