Description

Restricted procedure with design (extended) organised under the conditions set by the provisions of Articles L. 2125-1 2° and R. 2162-15 to R. 2162-26 of the Public Procurement Code. For all members of the group, the services to be performed are a design mission as defined in Articles L.2431-1 and R. 2431-1 and following of the Public Procurement Code. To restore the central role of the Palais des Comtes de Provence, listed in the inventory of Historical Monuments, and to position the museum as one of the major attractions of the territory and of Brignoles, it is necessary to rethink the functionalities of the Palais des Comtes de Provence by connecting the Palais des Comtes (listed MH), the Maison Le Guerrec and the Maison Champey (not listed) to meet the functionalities of a French museum and to completely redo the museum's layout based on the adjusted Scientific and Cultural Programme and the new museum programme. With an area of approximately 1,800 m², the programme will include the comprehensive rehabilitation of the listed historical monument, with particular attention given to the restoration of two spaces of high heritage value (chapel with its painted decorations and former cellar), and, depending on the architectural solutions proposed, the partial or complete renovation of the Maison Champey (not listed, not classified, located within the remarkable heritage site of Brignoles but abandoned for many years). If it is agreed that the programme requires the upgrading of the floors of the Maison Champey with respect to the adjoining house, the candidate will, as far as possible, preserve the remarkable heritage elements or propose demolition-reconstruction if this is necessary for the project and the proper functioning of the museum facility. The share of the estimated financial envelope allocated to the entire works amounts to 11,000,000.00 euros excl. VAT. The estimated overall execution period is 50 months, to which must be added a one-year period of Guarantee of Perfect Completion. As a preliminary estimate, the design mission should start in May 2027, with the expected completion of the work in May 2031. The programme and the estimated financial envelope, defined before any commencement of the preliminary designs, may however be specified by the contracting authority before any commencement of the project studies. A preliminary indicative schedule for the contract will be communicated in the offer phase.
