Poland – Crane and dumper trucks – Dostawa samochodu ciężarowego HDS 12m, 1,5t w ramach realizacji Programu Ochrony Ludności i Obrony Cywilnej na lata 2025 - 2026

The subject of the order is the delivery of a heavy goods vehicle HDS 12m, 1.5t within the Civil Protection and Civil Defence Programme for the years 2025-2026, along with dedicated equipment and accessories. The detailed description of the subject of the order and the conditions for the implementation of the deliveries are specified by: - Price list – Annex No. 1.1 to SWZ, - Technical specification – Detailed Description of the Subject of the Order – Annex No. 1.2 to SWZ - Draft contract terms – Annex No. 2 to SWZ. 1. All the requirements specified in the documents indicated above are minimum requirements and their fulfillment is mandatory. Failure to meet the above minimum requirements will result in the rejection of the offer as non-compliant with the terms of the order, pursuant to art. 226(1)(5) of the Public Procurement Act. 2. The Contracting Authority does not allow the submission of offers for arbitrarily chosen positions. The templates of Annexes No. 1.1 (“Price list”) and No. 1.2 (“Technical specification – Detailed Description of the Subject of the Order”) must be completed in full, without making any changes to their content – they are an integral part of the offer – the Contractor's declaration as to its content. Therefore, the absence of these annexes, containing content consistent with the template specified in the SWZ, will result in the rejection of the offer (after the Contracting Authority has performed all the actions provided for in the Public Procurement Act in the scope of the assessment of offers). 3. The remaining conditions and the manner of implementing the subject of the order are specified in the Draft contract terms for the public procurement contract, which constitute Annex No. 2 to the SWZ. The Contracting Authority envisages the possibility of changes to the terms of the concluded contract (so-called contractual changes based on art. 455(1)(1) of the Public Procurement Act) in relation to the content of the offer, on the basis of which the Contractor was selected, in accordance with the conditions set out in Annex No. 2 to the SWZ. The contract may also be changed in cases referred to in art. 455(1)(2)-(4) and (2) of the Public Procurement Act. 4. The Contractor may submit only one offer. 5. The offer must be submitted in Polish. 6. The offer must be submitted, on pain of invalidity, in electronic form (i.e. in electronic form with a qualified electronic signature). 7. The content of the offer must correspond to the content of the SWZ.
