The City of Villeurbanne has initiated numerous evolutions in its public policies since 2020, notably in the area of paid parking. Thus, the City has chosen since 2023 to entrust the management of its paid parking stock to a single actor to support the extension of its perimeter and the modernization of its associated organizational modalities: new tariffs, evolution of zoning, LAPI control, etc. The new political mandate 2026-2032 is in line with the mobility policy initiated by the City in 2020 and plans to further extend the paid parking perimeter from 8 000 spaces in 2026 to 13 000 spaces by the end of 2031. It also aims to continue the evolution of the organizational modalities of this policy with tariff changes, changes in the categories of beneficiaries (new tariffs, evolution of residential zoning, etc.) and the development and implementation of new tools. Faced with these multiple challenges, the City of Villeurbanne wishes to continue to call on a single actor to manage its paid parking stock and deploy these new tools. The contractor of the single contract must, within the scope of its missions detailed below, contribute to the implementation of these evolutions according to four main axes:

- A high-performance user service thanks to advanced digital tools, maintaining a quality of human contact in the reception of the user and support for publics far from the digital world;

- High-performance tools and processes for the daily implementation of the parking policy;

- Efficient control of paid parking;

- A parking observatory contributing to the adjustment of the municipal parking strategy.

These objectives are broken down into various contractual requirements, detailed in the rest of the document. Finally, the sensitivity of the missions integrated into the perimeter of the contract, and their interdependent nature, justify a high level of requirement in terms of continuous evaluation of the service provided, and excellent reactivity from the contractor in the management of uncertainties. The quality of the interface with the community is strategic not only for the monitoring of the good execution of the contract but also for the management of other missions kept in-house by the City, such as the establishment of the parking policy or the control of obstructive parking. The management of the opening of the barriers of the Verlaine parking lot with 238 spaces and the car zone of the Parc de la France libre is the subject of a possible additional service (PSE).
