Bulgaria – Translation services – Предоставяне на услуги по легализация на образователни документи на чуждестранни кандидат - студенти на УНСС от държави извън Европейския съюз и Европейското икономическо пространство

The subject of the procurement includes the provision of a comprehensive service related to the performance of official translations, legalisation and administrative assistance to the National Centre for Information and Documentation (NACID) for educational documents issued by educational institutions of foreign citizens from countries outside the European Union and the European Economic Area. Main activities included in the subject of the procurement:

Activity 1: Preliminary audit and consultation - Review of the submitted documents (diplomas, appendices, academic transcripts) for the presence of the necessary certifications (Apostille or consular legalisation), correspondence in the spelling of personal data, as well as the legitimacy of the issuing educational institution. Notification of the Contracting Authority of missing requirements, in accordance with the requirements of NACID for candidate students from countries outside the European Union and the European Economic Area, before starting the next stage of the procedure;

Activity 2: Official translation from Chinese, English, and other languages as necessary, of educational documents (diploma for completed secondary education obtained in a foreign country and its appendices; documents certifying that the diploma for completed secondary education gives the right to study at higher education institutions; other educational documents) into Bulgarian; The translations must be made by sworn translators, registered in the relevant registers of the Ministry of Foreign Affairs or by a translator whose signature is certified before a notary in accordance with Article 21a of the Ordinance on Legalisations, Certifications and Translations of Documents and Other Papers (PLDTDAP).

Activity 3: Legalisation and certification activities — Organisation of notarial certification of the translator's signature in the Republic of Bulgaria and preparation of the documents in accordance with the requirements of the National Centre for Information and Documentation (NACID). The contractor carries out the final compilation of the documents in accordance with the requirements of NACID, including digitisation (high-resolution scanning) and preparation of drafts of the necessary applications and powers of attorney for representation before NACID.

Activity 4: Administrative assistance to NACID - Preparation of the full set of documents, completion of applications, compilation, submission (electronically with QES or in person) and representation before the National Centre for Information and Documentation (NACID) until the final decision on the recognition of the educational qualification - administrative assistance in the submission and tracking of documents to NACID; assistance in obtaining a certificate of recognised secondary education and an official note on the equivalence of grades;

The activity is considered completed with the receipt of the final administrative act from the competent authority (Certificate of Recognition, official note or Decision of Refusal) and its physical delivery to the Contracting Authority with an acceptance protocol within 3 (three) working days, from the date of its issuance.

Activity 5: Additional activities included in the subject of the procurement: communication with candidates and/or UNSS staff, if necessary to supplement the documents; Final deposition of the entire set of documents (finalised correspondence) in the Directorate "International Activities" at UNSS - within 3 (three) working days. The services will be performed upon request from the Contracting Authority, with the forecasted number of sets of documents, issued by educational institutions of foreign citizens from countries outside the European Union and the European Economic Area, for the entire period of the contract being 960 (nine hundred and sixty). Indicative annual number of sets that will be processed - 240 (two hundred and forty) per year. The defined forecasted quantity does not have a binding character with regard to the Contracting Authority, as the number of requested sets may vary, both on an annual basis and for the entire period of the contract. Deadline for submitting documents to NACID - up to 30 (thirty) working days. Contract duration - 4 (four) years, from the date of signing the contract or until the financial resource under the contract is exhausted.
