France – Public road transport services – Contrat de concession de service public de transports publics de voyageurs et services de mobilité

The Contract shall be for the provision, for a period of 9 years from 1 September 2027, in compliance with the applicable regulation, of the exploitation of the following services: - Regular urban transport services; - Regular interurban transport services; - School transport services; - Manosque town centre shuttle service; - Gréoux-les-Bains urban shuttle service; - Transport services for people with reduced mobility (TPMR); - Car-sharing service; - Night shuttle service; - The Contract also provides for 4 options: o Option 1: Exploitation of autonomous rail transport services (Urbanloop). o Option 2: Exploitation of a self-service bicycle rental service o Option 3: Creation of the « ITER-CADARACHE » line o Option 4: Extension of the ZAE Express line to the PEM of Mirabeau The contractor shall in particular: - Provide the vehicles to operate the service in the manner defined by this Contract. - Operate the overall public mobility service; - Ensure the financing and/or implementation of investments necessary for mobility services; - Collect service revenue; - Bear all costs directly related to contract performance in compliance with applicable accounting, tax, and regulatory standards; - Establish an internal organization adapted to the scope of the service (support functions, operation, maintenance, regulatory safety, management, etc.) ; - Implement a marketing, commercial management, and communication policy to develop ridership, in liaison with the contracting authority; - Ensure annual registration of school users; - Implement and improve passenger information arrangements during contract performance; - Ensure an optimal level of service quality for users throughout the contract and monitor quality; - Ensure maintenance and upkeep of the equipment and assets made available by the contracting authority; - Provide the assets necessary for services other than those made available by the contracting authority, including equipment and ticketing and SAEIV systems; - Provide the contracting authority with advice and expertise to improve the public urban passenger transport and mobility service during contract performance; - Produce, on behalf of the contracting authority, all activity monitoring information enabling its control via the production of monthly and annual reports and any information provided for in the contract (monthly monitoring dashboards, etc.). - Anticipate developments in urban passenger transport and mobility services to adapt to technical and organizational perimeter developments. - Subject to the rules set by the contract, the contractor has all powers regarding the choice and organization of the means necessary to accomplish its missions.
