Description
The subject of the public contract is the provision of comprehensive security, cleaning services and security cleaning services (hereinafter also referred to as the "service" for the designation of the set of services, "security" for the designation of guard and security services and "cleaning" for the provision of cleaning services) for the following areas: 1) City Stadium Ostrava, Závodní Street 2992/86d, 703 00 Ostrava-Vítkovice, 2) Bazaly Area, Bukovanského Street 1028/4, 710 00 Ostrava-Slezská Ostrava, 3) OSTRAVAR ARENA (MUSTANG ARENA from 1. 9. 2026), Ruská Street 3077/135, 700 30 Ostrava-Zábřeh, 4) Extension of OSTRAVAR ARENA (MUSTANG ARENA from 1. 9. 2026), Ruská Street 3077/135, 700 30 Ostrava-Zábřeh, 5) Multifunctional Hall, Ruská Street 3077/135, 700 30 Ostrava-Zábřeh, 6) Athletics Hall, Ruská Street 3077/135, 700 30 Ostrava-Zábřeh (hereinafter also "facilities"). The security will primarily consist of 1) providing guard service, reception service and security cleaning services, 2) carrying out technical security supervision in the form of a monitoring center with continuous operation, including the reception and distribution of reports of extraordinary events, 3) implementing requirements for operational changes in the guard service, especially in connection with sporting or cultural events in the facilities, 4) interventions to verify or resolve security incidents, security undesirable situations and conditions or suspicions of their occurrence, 5) documentation and notification of security incidents, security undesirable situations and conditions or suspicions of their occurrence, notification of faulty operation of security technologies or processes, 6) initial organisation of security evacuation or other guidance of groups of people or individuals, 7) operation of security technologies, security aids and other security equipment, 8) development of security awareness and security training of significant roles. The security will be provided by the selected supplier to the extent and under the conditions specified in this invitation to tender and its annexes, while it must be provided entirely in accordance with generally binding legal regulations, relevant methodologies of the Ministry of the Interior of the Czech Republic and standards specified by the Contracting Authority, published on the Contracting Authority's website. For the material construction of the offer and for the management of the quality of the delivery during the fulfilment of the contract, Annex No. 1 – Specification of the Subject of Performance is particularly binding. As for the methodologies of the Ministry of the Interior, these are particularly: - Security standard for the protection of soft targets, - Methodology of the Basics of the Protection of Soft Targets, - Methodology of the Coordination of a Soft Target for the Phase after a Security Incident, - Security Plan of a Soft Target, - Assessment of the Endangerment of a Soft Target, - Methodology of the Protection of Soft Targets, - Security Standards for Organisers of Sporting, Cultural and Social Events. For the purposes of the tendering procedure, the normal performance of the service during the security of the facilities, mentioned in section 4.1, is considered the "basic scope of security", whereas the normal performance of the service is considered to be such a state where it is not necessary to strengthen the security due to an event being held or other circumstances in the Contracting Authority's facilities. The cleaning will consist of ensuring the performance of cleaning work in the Contracting Authority's areas as specified above in the tender documentation, in the manner and to the extent of the specification given in Annex No. 1. The supply will include the use of the Supplier's own cleaning agents, aids and machinery. An integral part of the cleaning is also the obligation to replenish hygiene supplies (toilet paper, soap etc.) according to the Contracting Authority's instructions, while the Contracting Authority will provide these hygiene supplies to the Supplier. An integral part of the cleaning is also the organisational and personnel linkage with the security architecture, regular training of reactions to relevant security incidents and appropriate training. The requirements for cleaning thus also reflect the requirements for security. The Contracting Authority further requires that cleaning services are not only provided as a planned activity, but that they are also able to fulfil the function of immediate response to operational and security situations arising during the operation of the facilities. The Contracting Authority knows from its own experience that these situations cannot be fully predicted in advance and cannot be resolved by means of a separately organised cleaning service that is not directly managed and coordinated within the security regime of the facility. For this reason, it is required that the Supplier ensures the availability of cleaning capacities for the entire duration of the provision of security so that it is possible to react immediately to the situations that have arisen. For this reason, the Contracting Authority also requires readiness for operational interventions triggered by the activity of the security or the occurrence of operational or security events. The Contracting Authority does not consider it sufficient for cleaning services to be provided only at predetermined times without reference to the current operation of the facility and appeals to the Supplier not to take cleaning as merely "ordinary" cleaning services when reading the tender documentation. The subject of performance includes the unified management of the cooperation of security and cleaning through a coordinator, ensuring security cleaning in response to security and operational events and the weekly security management of cleaning. Detailed requirements for coordination, activation deadlines, powers of the coordinator, joint documentation and security procedures are set out in Annex 1 of the tender documentation. A detailed description of the subject of the public contract is given in the tender documentation - it is not possible to include it here in full due to the limitation of the number of characters in the form.
