Description

The company Fret SNCF is a former railway freight transport company belonging to the SNCF Group, whose activity ceased on 31 December 2024. Now known as the Société Nationale d’Actifs de Transition (hereinafter ‘the SNAT’), it remains, to this day, the owner of several real estate assets located in metropolitan France, identified as having a strong railway interest (hereinafter the ‘railway sites’). As part of the implementation of an economic discontinuity plan, the SNAT intends to sell each of these railway sites to one or more interested buyers. The present call for expressions of interest aims to select said buyers. The location, cadastral references and characteristics of each railway site are indicated in the tender documents. For each railway site, the buyer will be selected following two successive phases: (i) a candidacy phase, also known as Phase 1, open to any Candidate meeting the required participation conditions and (ii) an offer phase, also known as Phase 2, reserved for candidates admitted to submit an offer following the candidacy phase. Detailed information regarding the procedure is set out in the tender regulations, accessible under the same conditions as the other tender documents (see ‘Additional Information’ section). The present call for expressions of interest, which does not aim to award either a public contract or a concession contract, does not fall under Directives 2014/23/EU, 2014/24/EU and 2014/25/EU of 26 February 2014. Furthermore, no legislative or regulatory provision makes the sale of the railway sites subject to a prior publicity and competitive bidding procedure. This procedure is therefore conducted on a voluntary and free basis, in accordance with the sole modalities described in the tender regulations.
