Romania – Special-purpose road passenger-transport services – Delegarea gestiunii serviciilor de transport public local de persoane in aria de competenta a Municipiului Drobeta Turnu Severin

The U.A.T. Drobeta Turnu Severin invites the delegation by concession of the public local passenger transport service by scheduled trips from the municipality of Drobeta Turnu Severin. The activity of public local passenger transport by scheduled trips is carried out in order to ensure the movement of passengers in conditions of road and pedestrian traffic safety, comfort, regularity and continuity. The public local passenger transport service must meet the travel needs of citizens within the municipality of Drobeta Turnu Severin, on routes and with pre-established circulation programs, depending on the transport demand and the available capacity. Taking into account the population distribution of the Municipality of Drobeta-Turnu Severin and the need to ensure an alternative means of transport for as many residents as possible, important centres from an economic and/or social point of view, as well as the provision of transport services under the conditions of obtaining a minimum, reasonable profit by those who perform them, it has been imposed to ensure public local passenger transport services on the following routes: route no. 1, route no. 1R, route no. 2, route no. 3, route no. 3R, route no. 4, route no. 6 and route no. 7. Passenger routes 1 and 1R ensure the circulation of passengers on the E-W direction, linking the main objectives from the East zone (Intermodal Centre, SEBN) with those from the West zone (Naval Shipyard, Sere). Route 2 serves the population from the Banovița, Crihala Nord and Walter Mărăcineanu districts. Passenger routes no. 3, 3R and 7 cover the circulation of passengers from the East part of the municipality (Intermodal Centre, SEBN) and the neighbouring districts from the West part of the municipality (Gura Văii district, Dudașu Schelei). Route 4 covers the circulation of passengers on the N-E direction, linking the main objectives from the East zone of the municipality (Intermodal Centre, SEBN) with those from the North (Crihala Forest, Cicero). Route 6 ensures the circulation of passengers on the E-W direction, linking the main objectives from the East zone of the municipality (Intermodal Centre, SEBN) with those from the West (Park and Ride Parking, Ștrand). The Contracting Entity reserves the right to supplement, under the conditions of the sectoral procurement legislation, the quantity of services, without organising a new award procedure, in the situation where the extension of routes or new stations becomes necessary, during the contractual period. Therefore, the contract price may be increased by a maximum of 10% of the initial price, on the basis of the provisions of art. 27 para. (2) lit. a) of Law no. 92/2007 with subsequent amendments and additions corroborated with the provisions of art. 241 of Law no. 99/2016 with subsequent amendments and additions. The minimum value represents the estimated value of the new contract, to which the qualification requirements, as well as the amount of the participation guarantee and the evaluation of the offers will be related, and the maximum value includes the possibility of supplementation. In accordance with art. 173 of Law 99/2016, the number of days before the deadline for receiving participation offers during which economic operators can request clarifications is 18 days before the deadline for submitting Offers. The Contracting Entity will respond clearly and completely to all Clarification Requests and to all requests for additional information received from interested Economic Operators by the 11th day before the deadline for submitting Offers. Clarification Requests received by the Contracting Entity after the specified deadline will not be considered.
