The HUS Group is establishing a dynamic purchasing system (DPS) for the procurement of hospital furniture. Through this system, various furniture and products for specialist healthcare and primary care will be procured through internal competitions. The product groups to be procured include, among others: - hospital beds - reading and dining tables as well as bedside tables - various treatment and supply trolleys, including resuscitation trolleys and instrument trolleys - treatment and examination tables and chairs - mayo tables - delivery beds and trays - waste and laundry bins - steps, ladders, and trolleys - psychiatric special furniture - other similar hospital furniture. Operating tables or special intensive care beds are not included in this dynamic purchasing system. The internal competition may concern HUS's annual investment, i.e. a separate procurement, where the quantity is pre-defined, or it may be a joint procurement, i.e. a procurement agreement for several years and/or suppliers, which can be utilised by several well-being services counties. Internal competitions always include additional equipment and possible device-related consumables. Maintenance agreements can also be considered in internal competitions. HUS aims to procure high-quality furniture and products through a flexible and simple process to support patient care. In addition to HUS, products that can be procured through the purchasing system can also be procured for the well-being services counties participating in the system (Kymenlaakso well-being services county, South Karelia well-being services county, Päijät-Häme well-being services county and the well-being services counties of the Uusimaa region including the City of Helsinki, the Finnish Defence Forces and Hyvinkää Food Services Ltd). The participating well-being services counties are defined separately in each internal competition. HUS 664-2024 Hospital Furniture DPS dynamic purchasing system is valid until 31.12.2030, unless it is shortened or extended by a separate notice. At the time of publishing the invitation to participate, HUS estimates that 5-20 competitions will be published within the dynamic purchasing system during the years 2026-2030. The number is an initial estimate, which may change significantly as the need for competition and the grouping of products become clearer later. At the time of publishing the invitation to participate, HUS estimates the total value of the dynamic purchasing system for its entire duration to be a maximum of 20,000,000 euros, taking into account all procurements that may be made within the system. The estimate is preliminary and is based on the procurement needs currently known. HUS does not commit to any procurement quantities or framework agreements with this notice. Applications to participate in the dynamic purchasing system can be submitted throughout its duration. It is valid until the date indicated in the procurement notice, unless it is terminated or amended while the dynamic purchasing system is in force. The actual procurements are made through internal competitions within the dynamic purchasing system, where the procurement target is described and specified. A separate agreement is made for each internal competition. The term of the agreement is defined separately in the internal competition on a case-by-case basis. An application to participate in the dynamic purchasing system can be made if the applicant meets the suitability criteria, which are indicated in the ESPD form and in the section on the criteria for the procurement target. All applicants who meet the suitability criteria are included. APPLICATION OF THE IPI REGULATION AND PROCEDURE The dynamic purchasing system is subject to the European Commission's IPI regulation and procedure (Commission Implementing Regulation (EU) 2025/1197, Article 2; European Parliament and Council Regulation (EU) 2022/1031, Article 8). As a result of the IPI procedure, the procurement unit must exclude suppliers originating from the People's Republic of China from the procurement process. In addition, the procurement unit must apply the obligations of suppliers selected in the tender procedure in accordance with Article 8 of the IPI regulation, in the internal competitions of the dynamic purchasing system, if the estimated value of the internal competition exceeds the EU threshold (IPI regulation, Article 6, paragraph 5).
