Description
The Free State of Bavaria is legally obliged to monitor tunnels with a length of 400m or more from a continuously manned location. Currently, the Federal Autobahn GmbH performs this service for the Free State of Bavaria in accordance with RE ING Part 3, for tunnels on federal and state roads as well as further telematic facilities, until its own operational capability is established. Against this background, a new tunnel operations control centre (TBZ) to be established in Bavaria is to take over these tasks in the future. The scope of services to be provided in the first phase covers the preliminary investigation and preliminary planning for the technical equipment of the user, which is necessary for the monitoring of the tunnels. Depending on the progress of the construction, the further phases of the project, from design planning to the later construction supervision according to §53 ff. HOAI, will be commissioned in stages. Close coordination with the State Building Authority of Bavaria, which is planning and constructing the building and the plant groups 1 to 4 according to §53 HOAI in parallel, is required throughout the entire project. Costs and scheduling must always be coordinated with each other. Initially, a comprehensive inventory of the facilities to be migrated to the TBZ must be carried out. Together with the user's demand planning and the requirements for an availability class 3 according to DIN EN 50600, these form the basis for the services to be provided. Equipped with six workstations and two multifunctional walls, the operator room forms the core of the building and thus of the tunnel monitoring. The tunnel monitoring concept must be refined with the AG, including determining and dimensioning the control centre technology to be used. For tunnel monitoring, a superordinate control technology (SCADA) for controlling the tunnels and video systems, based on an existing reference project, must be developed. For the emergency handling of events in the tunnel and for the handling of fault clearance with the responsible specialist personnel both in the tunnel control centre and in the tunnel systems themselves, a dispatch system and a ticket system must be provided. A tunnel simulator with event simulation is also to be integrated. Furthermore, the hardware and software components required for the operation of the TBZ, including for the administrator workstations, the offices and the technical workshops, are to be determined. The communication infrastructure is to be planned in LAN and WAN concepts for the connection of the tunnels and for the operation of the TBZ. Two variants are to be developed for this purpose. Based on these conditions, the media connections such as power, signal technology, cooling and ventilation for the technical equipment are to be dimensioned and handed over to the State Building Authority for the planning of their plant groups.
