Germany – Software implementation services – SAP HCM-Carve-Out und Transformation nach SuccessFactors sowie ergänzende Dienstleistungen

The KVB intends to replace its existing SAP-HCM landscape, also used by the KSG group company, through a carve-out and transform it into a full-cloud solution using SAP SuccessFactors. The contract includes the preparation, implementation, and operation phases, particularly conception and specification, implementation, configuration and customizing, data migration, integration and interface adaptation, testing, training, project management, support for change management, go-live and hypercare, as well as subsequent support in live operation. In particular, Employee Central, Employee Central Payroll, Time Tracking, Learning, Onboarding and WalkMe Premium for SuccessFactors are to be introduced. In particular, SAP S/4HANA, SAP Integration Suite and SAP BW on HANA are to be included. The necessary SuccessFactors licenses are already available and are not the subject of the contract. Additionally, an optional contingent of up to 1,000 person-days is provided for additional services. Full live operation is planned by 01.06.2028 at the latest. The details of the scope of services and the binding requirements can be found in the service description and the further tender documents. The following binding minimum requirements or knockout criteria apply for the tender phase: 1. The personnel used to provide the service must have extensive, long-standing, comprehensive and in-depth experience and knowledge in relation to SAP HCM and SuccessFactors. The bidder must guarantee this in their offer. 2. The bidder must guarantee that the provision of services complies with the current state of the art and the recognised rules of the art, as well as the principle of sensible, purposeful and economical use, also with regard to further costs such as in particular operating costs. In case of justified doubt, compliance with these requirements must be proven at the expense of the contractor. 3. The project language is German. All documentation, protocols, reports, planning and training materials must be fully written in German. Meetings, workshops and training sessions must be conducted in German. The specialist staff used must have a fluent command of the German language in both spoken and written form. If German is not the native language, at least a German language diploma at level C1 according to the Common European Framework of Reference for Languages is required. 4. All employees of the bidder, including external subcontractors and freelancers, must comply with the General Data Protection Regulation. The bidder may only deploy persons for whom a written declaration of consent to comply with the General Data Protection Regulation is available. 5. The offered solution must in particular meet the requirements of the General Data Protection Regulation, the Federal Data Protection Act, the principles of proper management and storage of books, records and documents in electronic form as well as data access and the further legal retention and evidence requirements. 6. Completed personal data processes, data records, documents and evidence may only be deleted or archived after the expiry of the respective applicable legal or professional retention periods. The corresponding process must be designed in accordance with the law and auditable and documented by a procedural documentation. Failure to meet any of these minimum requirements will result in the offer being excluded. The individual and sub-criteria, their weighting, the evaluation method including the linking of price and performance, the point scale, any minimum points and the information and evidence to be submitted will be made available uniformly to the selected candidates with the invitation to submit the indicative first offer. They concretise the above award framework.
