A sectoral dialogue and market survey have revealed that currently, there is no high-performance gigabit infrastructure with a corresponding offer of telecommunications services available throughout the contracting authority in accordance with the objectives of the Gigabit Framework Regulation 2.0 and will not be available in the next few years. The contracting authority has therefore applied for funding for a comprehensive gigabit expansion in the viability gap model under the Directive "Promoting the Gigabit Expansion of Telecommunications Networks in the Federal Republic of Germany - Federal Gigabit Directive 2.0 (Gigabit-RL 2.0)" of 31 March 2023 in the version of the 1st amendment of 30.04.2024 ("Gigabit Directive 2.0") and has received notification of the final amount of the grant. The funds provided in this funding programme in the viability gap model (hereinafter: funds) are to be passed on by the contracting authorities to telecommunications undertakings in the sense of EU state aid law as investment cost aid for the construction and operation of gigabit networks. The same applies to the co-financing under the Directive of the Free State of Bavaria by the State of Bavaria.
