Description

By & Havn is set to transform Levantkaj in Nordhavn from an existing container terminal to a modern urban quarter. With the current local plan proposal, it is expected that approximately 350,000 square metres of housing, services, and public functions, as well as approximately 50,000 square metres of parking distributed across two parking houses, can be established on Levantkaj. The local plan will also enable the construction of a metro line, a new metro station, and pedestrian and cycle links that connect with the overall connections in Nordhavn. The local plan proposal aims to designate the area as a mixed residential and commercial district with a residential character, with an expected distribution of 75/25 between residential and commercial use, along with associated facilities such as schools, football fields, daycare institutions, churches, sports halls, nursing homes, etc. The local plan proposal is expected to be politically approved in Q4 2026, and the final local plan is expected to be adopted in Q3 2027. By & Havn will be responsible for construction work, the establishment of parking houses, and the sale of building rights, and By & Havn has the ambition that all urban areas will be DGNB-certified to at least Platinum. In connection with By & Havn's upcoming sale of building rights, By & Havn wishes to enter into an agreement with a consultant for economic and commercial advice related to By & Havn's development of primarily ground-floor areas containing retail and public-oriented services on Levantkaj, which By & Havn will carry out in a joint venture with a partner/investor. The consultant's services relate to advice on approximately 6,000 – 7,000 m2 of retail and public-oriented functions in the ground floors - which is the area that the joint venture is to own and lease - and do not include assistance with the sale or development of other residential building rights or other properties on Levantkaj. By & Havn is considering the possibility of expanding the joint venture company's task to include parts of the commercial areas. The tendered agreement consists of two main parts (main tasks) that may have a temporal overlap: • Business Plan: Preparation of a detailed business plan for use in the process of finding a partner/investor. The business plan must describe how a company between the partner/investor and By & Havn should be composed and, at a detailed level, describe, among other things, liquidity, ownership distribution, rental levels, rental phasing, and return requirements, etc. • Preparation and implementation of a process to find a partner/investor: Inspired by the process in By & Havn's development of Århusgadekvarteret in Nordhavn, By & Havn wishes to find a partner/investor who can enter into a joint venture with By & Havn to own ground floors containing retail and public-oriented services on Levantkaj with a view to joint leasing. The partner/investor must be the active party in locating the right tenants for these ground floors. The consultant must assist in preparing and implementing a process to find the right partner/investor, including identifying potential candidates and conducting negotiations. In connection with the preparation of the business plan and in dialogue with potential partners/investors, the consultant must, together with By & Havn, assess whether some of the commercial areas should be included in the joint venture cooperation in order to create a more attractive business case. The implementation of the agreement is expected to commence immediately following the contract award, which is planned to take place immediately before the Christmas holidays 2026. The agreement is expected to run, as the clear starting point, until the joint venture agreement with the partner/investor is entered into. Based on expectations for the adoption of the local plan for Levantkaj, it will be optimal for By & Havn if the contract with the partner/investor (joint venture agreement) is in place before 1 August 2027 and preferably already before the industrial summer holiday starts. By & Havn acknowledges, however, that a number of factors may lead to it not being possible to have the joint venture agreement in place within the desired timeframe. The consultant must in all circumstances expect that the work on both main tasks will be intensive and require a competent and flexible project organisation. By & Havn has chosen to tender a single combined contract instead of splitting the contract into sub-contracts, as it is By & Havn's assessment that it is, on the one hand, necessary to have a combined business plan for the entire Levantkaj and, on the other hand, clearly most appropriate in terms of interfaces and in terms of a quick implementation, that it is the same consultant who performs both main tasks.
