Description

The ESF Administrative Authority in the Thuringian Ministry for Social Affairs, Health, Labour and Family (TMSGAF) requires a service provider to support public relations for the European Social Fund Plus (ESF Plus) in Thuringia. The ESF Administrative Authority is obliged, pursuant to Art. 46 et seq. in conjunction with Annex IX of Regulation (EU) 2021/1060, to carry out information and communication measures. These measures are intended to make ESF funding in Thuringia known and accessible to potentially interested groups of people. Furthermore, the people in Thuringia should be informed about the role and achievements of the ESF, as well as the results and impacts of the ESF programme in Thuringia and the projects funded thereby. The aim is to further optimise the public relations work of the ESF in Thuringia and the visibility of the funding, as well as the image and awareness of the EU. The future lead agency is to develop and implement appropriate public relations measures in addition to comprehensive communication consultancy. The contractor advises and supports the ESF Administrative Authority on call for the implementation of communication measures for ESF funding in Thuringia as a lead agency. The contract consists of conceptual, innovative and implementation-oriented components for the communication measures. In particular, the implementation of communication measures may include the following tasks:

• Realising (cross-media) campaigns, including campaign motifs, print ads, out-of-home (OoH), digital out-of-home (DOoH), online media, social media;

The technical requirements and conditions of the Free State of Thuringia and the Thuringian Ministry for Social Affairs, Health, Labour and Family must be observed. Any necessary coordination with the Thuringian State Computing Centre (responsible for hosting) must be carried out independently by the contractor. The technical operational responsibility remains with the contracting authority or the Thuringian State Computing Centre.

• Realising campaign websites/microsites in the existing TYPO3 system (within the framework of a subdomain or independent subpage (e.g. https://www.esf-thueringen.de/thueringenpluseuropa);

• Concepts for the use of new media and their implementation (e.g. social media);

• Conceptualising and producing films and spots as part of campaigns (e.g. for the internet, radio, TV, cinema);

• Event management: developing new ideas (events/activities/competitions/giveaways, etc.) as well as conception including branding; directing and running schedules, organisation, accompaniment and monitoring (presence, hybrid and digital).
