Czechia – Systems and technical consultancy services – Rámcová dohoda na poskytování poradenských a konzultačních služeb

The subject of the public procurement contract is the conclusion of a framework agreement between the contracting authority and one supplier, namely for the provision of consulting and advisory services for the needs of the contracting authority. The selected supplier undertakes, on the basis of this framework agreement, to provide the contracting authority, on the basis of specific contracts, with services consisting of:

a) Preparation of bases for the implementation of projects, including proposals, amendments and/or reviews in the areas of information systems, cybersecurity and telematics.

b) Management of projects and programs and the provision of organizational, management and administrative services related thereto, including support in the preparation of tender conditions for public procurement and coordination of suppliers in the performance of public procurement.

c) Quality, risk management and the provision of independent oversight (TDI) and auditing of implemented projects of the Customer and the provision of project management services.

d) Provision of services related to the management of the life cycles of implemented projects and control of the quality of services provided by suppliers in the areas of information systems, cybersecurity and telematics for these projects.

e) Provision of accredited inspection and certification services in the areas of information systems, cybersecurity and telematics, for products and services supplied by third parties to the Customer, for the purpose of verifying measurable parameters of the quality and security of implemented projects and provided services in the above-mentioned areas.

f) Provision of support (consulting, analysis, planning and implementation of audits and conformity assessment) for the alignment of both newly introduced and already introduced products and services in the areas of information systems, cybersecurity and telematics with the requirements of the new Cybersecurity Act, including the relevant implementing acts.

g) Provision of other specialist and consulting services in the areas of information systems, cybersecurity and telematics according to the requirements and needs of the Customer.

The provision of Services will be carried out on the basis of the specific requirements of the contracting authority, namely through specific contracts concluded on the basis of written invitations from the contracting authority. The manner of awarding public procurement awarded on the basis of the framework agreement is described in detail in the framework agreement. The subject of the performance of public procurement awarded on the basis of the framework agreement is further specified in the draft framework agreement (Annex No. 2 of the tender documentation).
