Poland – Sewage removal services – Opróżnianie zbiorników bezodpływowych i transport nieczystości ciekłych z rejonów administrowanych przez 16 WOG w Drawsku Pomorskim

The subject of the contract is a service consisting of: Emptying non-drainage tanks and transporting liquid waste from areas administered by the 16th Military Economic Department in Drawsko Pomorskie: - Part 1 Drawsko Pomorskie Security Group - Part 2 Wałcz Security Group - Part 3 Wałcz/Nadarzyce District Security Group

2. A list of locations and estimated quantities of waste to be removed, which is the subject of the contract, includes: "Estimated Quantity of Liquid Waste Removal for 2027": Annex No: 1A (GZ Drawsko Pomorskie), 1B (GZ Wałcz), 1C (GZ Wałcz/Nadarzyce District).

3. Implementation period: From 01.01.2027 to 31.12.2027.

4. Capacity: 1) The contractor is responsible for having the necessary decisions from the competent authorities allowing for the emptying of non-drainage tanks and the transport of liquid waste covered by the contract, as mentioned in the Act of 13 September 1996 on maintaining cleanliness and order in municipalities, issued by the competent municipal authorities, on the territory of which the subject of the contract will be implemented. It is also responsible for placing liquid waste at the collection point and paying the fees in this regard.

a) Part 1 – Drawsko Pomorskie town and municipality, Kalisz Pomorski town and municipality;

b) Part 2 – Wałcz town, Kalisz Pomorski town and municipality;

c) Part 3 – Jastrowie municipality;

2) Having the appropriate technical capacity. The condition will be considered met if the Contractor submits to the Contracting Authority within 7 days from the signing of the contract a declaration of having, in accordance with point 3 of Section 5 of the Detailed Description of the Subject of the Contract, vehicles and equipment meeting the requirements of the Minister of Infrastructure Regulation on the requirements for sewerage vehicles and the appropriate number of workers:

a) The Contracting Authority requires the Contractor to have all vehicles declared for the performance of the aforementioned service equipped with a legalized/certified metering system that enables the actual measurement of the sewage received, in units of measurement litre/cubic metre, (at the request of the coordinator mentioned in §4.2 of the contract, in accordance with the scope of the place of service performance, the Contractor will present the current document of legalization/certification of the meters)

b) vehicles adapted for driving on unpaved roads, meadows, paved roads,

c) employment of an appropriate number of people and vehicles for the reliable performance of this service: for Part 1 GZ Drawsko Pomorskie: - 2 vehicles for emptying non-drainage tanks and transporting liquid waste - minimum 2 drivers, for Part 1 GZ Wałcz: - 1 vehicle for emptying non-drainage tanks and transporting liquid waste - minimum 1 driver, for Part 1 GZ Wałcz/Nadarzyce District: - 1 vehicle for emptying non-drainage tanks and transporting liquid waste - minimum 1 driver,

5. The detailed description of the subject of the contract is defined in the Annex to the SWZ.

11. The Contracting Authority states that the service implementation process involves emptying non-drainage tanks and transporting liquid waste from areas administered by the 16th Military Economic Department in Drawsko Pomorskie, in accordance with the agreed and approved (with the coordinator of the Contracting Authority in the individual Security Groups) schedule. Emptying non-drainage tanks is associated with driving to the place of service performance, pumping out, transporting and utilising faeces. During the service, the person performing the given task must pay special attention to maintaining cleanliness around the tanks from which the faeces are collected. The service will be performed according to the schedule, at least once a week in all points indicated in the offer, in connection with the above, the work consists of performing the aforementioned work by the aforementioned persons in the manner specified in Article 22.1 of the Labour Code of 26 June 1974. Therefore, the Contracting Authority, during the service implementation, requires the employment by the Contractor and/or Subcontractors, of all the aforementioned workers performing the service for the entire duration of the contract on the basis of an employment contract.
