Description

The contract concerns works related to the conception and development of a national building energy register for the recording and assessment of the energy efficiency of buildings. The register serves as the basis for fulfilling the EU reporting obligations. The basis is Article 22 of Directive (EU) 2024/1275 of the European Parliament and of the Council on the overall energy efficiency of buildings (EPBD). With Article 22 of Directive (EU) 2024/1275 on the overall energy efficiency of buildings (EPBD), Member States are obliged to set up and operate national databases on the overall energy efficiency of buildings, with the aim of obtaining a reliable and transparent data basis for monitoring and controlling the building sector. To implement this requirement, a building energy register is to be conceived and developed that enables the recording, storage, processing, provision and evaluation of building-related energy data in a modern, secure and interoperable architecture. The service to be provided pursues in particular the following objectives: - legally compliant implementation of the requirements from Article 22 EPBD and the relevant national regulations, - creation of a central, modular system according to EPBD for energy certificates, inspection reports and, prospectively, individual renovation roadmaps, as well as possibly further instruments, - user-centred approach through lean, clear, barrier-free and traceable processes for owners, issuers, administrations and other authorised parties, - minimisation of the permanent maintenance and operating costs of the building energy register through appropriate conception and development, - reduction of permanent administrative costs through standardised interfaces, reusable data and automated process steps, - provision of anonymised and aggregated information for administration, research, the public and European reporting obligations. The contractor is to provide various services in close coordination with the contracting authority in accordance with the corresponding calls by the contracting authority. Payment is made on a cost basis. The maximum acceptance (upper limit) over the possible total duration of 39 months (23 months basic duration + two extension options for the contracting authority of 8 months each) is 14,500 person-days.
