Netherlands – Technical testing, analysis and consultancy services – Informatiebeveiligingsonderzoeken (RVICTO-PT) 2026-II

This procurement concerns the conclusion of a framework agreement for the execution of information security investigations (penetration tests). The aim is to identify digital vulnerabilities in systems, applications and other objects, in order to remedy or mitigate them. The penetration tests are carried out via automated and manual methods and stem from the duty of care that participants have under the NIS2 Directive and the Cybersecurity Act based thereon. This framework agreement is intended for multiple national participants, including various ministries and central government bodies. For the full list of participants per ministry and organisation, we refer to paragraph 1.1.1 of the Tender Document. Estimated value € 20.000.000,00 maximum value € 35.000.000,00. Both amounts exclusive of VAT.
