France – Surveillance services – Marché public de prestations de services pour la surveillance du stationnement payant sur voirie et la gestion des recours

The present contract covers the following tasks: - controlling paid parking in accordance with the parking reform introduced since 1 January 2018 (codified since in the CGCT notably in Articles L.2333-87 and following); - recruiting and managing parking control officers; - providing the equipment necessary for the proper execution of the contract, including the provision of one or more vehicles enabling the automated reading of license plates (LAPI); - issuing payment notices for parking fines (FPS) and handling disputes related to the recovery of the FPS (mandatory prior administrative appeals: RAPO), via the implementation of a complete centralized management solution for FPS and RAPO (deployment of the corresponding information systems) and the deployment of staff dedicated to handling RAPO; - managing relations with the ANTAI, with which the city has entered into a full-cycle convention to ensure the transmission of FPS payment notices to the motorists concerned (CCTP article to be specified) - providing the elements of response in defense on behalf of the city for any dispute brought before the Parking Fines Tribunal (TSP); - providing a monthly report on the status of RAPO at the request of the city of Chantilly.
